RKCS is a prime government contractor providing IT Services to various state, local and federal agencies since 1998.

For one of these agencies, RKCS requires an Enterprise Agile Delivery Lead for driving Agile and DevOps adoption, agile planning, support product development teams and modernization with a project to product model as part of an ongoing Agile Maturity initiative.

You are an enterprise Agile Strategist that will identify/create repeatable frameworks, guidance, templates, roadmaps, agendas, KPIs, presentation materials that will be leveraged by the customer to take on technology projects and apply these as repeatable methodologies.

You will advise and work with leadership and staff on planning, management and executing IT projects using Agile methodology. You will be working directly with product development and support teams as well as infrastructure and operations teams.

Background:

• Customer has over 20 different agencies with over 350 projects all managed through waterfall.
• Goal here is to modernize technology delivery to Agile/Product/DevOps.
• Currently there is an ongoing initiative (pilot) for a single agency, the person engaged for this role will work along with that agency to create the deliverables for this engagement.

Responsibilities:

• Work with managers to further the Agile Maturity Initiative
• Provide coaching and support in agile methodology
• Create repeatable frameworks, guidance, templates, roadmaps, agendas, KPIs, presentation materials
• Provide 1:1 coaching
• Provide coaching to teams
• All coaching must adhere to the Scrum Guide
• Provide knowledge transfer
• This is a 100% REMOTE engagement!!!

Basic Qualifications:

• 5+ years as an Agile Enterprise Strategist for large complex enterprises or government entities.
• Prior experience leading complex technology strategy with specialization in Agile, DevOps and end-to-end transformation programs.
• 5+ years’ experience designing and creating roadmaps, KPIs, guidance towards helping an agency reach Agile maturity.
• Experience as a leader adopting AGILE and DevOps within a large enterprise or a government agency with 500 or more people.
• Agile Project Management experience
• Agile planning experience with Product Owner role
• Agile planning experience at the Portfolio level
• Experience helping Scrum teams navigate funding streams dictating work for specific Dev Team members
• Experience establishing and working with both portfolio level work and product backlogs
• Must have multiple government projects experience
• Ability to manage quality and consistency across multiple projects in the use of project planning, scheduling, scope, and risk management, status reporting, change control, issues resolution and other project management controls and practices;
• Project management experience across varying technologies, with an emphasis on cross-team efforts that include infrastructure and enterprise software applications;
• Experience providing professional coaching, facilitation, and mentoring experience;
• Knowledge of the Project Management industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBoK);
• Ability to work with a diverse team, resolve interpersonal conflict, motivate, and develop team members, and influence stakeholders and key decision-makers.
