General Description and Classification Standards
This position combines functions and responsibilities that are both administrative and operational in nature. This position also works in a collaborative setting to facilitate the permit credentialing of all commercial modes of transportation desiring to do business at the airport. This position requires optimum customer services to establish, build, and maintain productive relationships with both internal and external customers. This is an experienced, professional level position capable of carrying out most assignments typical of the profession with general guidance or review. This level would be considered a promotional level and attainable by any incumbent in a work group who demonstrates the necessary knowledge, ability, and performance.
Supervision Received
Performs works under general supervision with review and advice from manager or a senior level professional.

Administrative:
Accepts and reviews applications for ground transportation permits; ensures required information is complete; verifies data on application, including insurance certification, vehicle ownership, business license, and registration with the state; forwards application and supporting documents for proper authorizations; processes the issuance of permits to approved applicants.
Perform credentialing checks and responds to inquiries from insurance companies, Public Service Commission, and airport officials.
Provides customer service to internal and external customers. Responds to and documents all internal/external customer inquiries received in-person, via telephone and/or email within established timeframe. Coordinates and documents unresolved inquiries to direct supervisor for resolution.
Performs financial functions regarding payment processing including but not limited to system opening/closing processes, payment receipt and issuance of receipts.
Coordinate and executes commercial vehicle decaling process including but not limited to scheduling appointments for all commercial vehicles, taxi inspections and meter runs, application of decals.
Monitors and reviews the Automated Vehicle Identification System (AVI) to ensure system is functional and operating efficiently ensuring dispatch limits are at established thresholds
Coordinate and process meet and greet requests for authorize oversized vehicles for airport terminal curb access.
Performs records management and retention of departmental files in accordance with City’s policies and procedures. Maintains stakeholder database files for all authorized permittees, their drivers and vehicles. Enters information on new authorizations and updates database as appropriate and made available for data access by department.
Disseminates policies, procedures, City and DOA regulations, safety and compliance requirements;
Prepares written correspondence and briefings, as required;
Prepares and reviews daily reports, logs, incidents, etc. for accuracy and takes appropriate actions, if warranted to resolve issues;
Provide informational and directional assistance to the traveling public regarding Ground Transportation services provided at the airport.
Respond to, investigate, and document all incidents and/or accidents in a timely and professional manner.
Operational:
Ensure that authorized employees and drivers visibly display a current year company issued I.D. Badge while on airport property.
Evaluates and responds to emergency or unusual conditions occurring on shift.
Facilitate preventive maintenance or repairs needed within the Ground Transportation facilities or report to appropriate department for resolution. Report signage inaccuracies/deficiencies to the supervisor and follow-up to ensure resolution.
Respond to, investigate, and document all related Ground Transportation incidents and/or accidents. Where feasible, exercise independent judgment that will be in the interest of the customer or consumer or immediately escalate to a supervisor for resolution.
Ensures records of all incidents occurring on each shift are maintained; apprises director and/or manager of any unusual occurrences that may affect operation;
Acts on violations by companies and/or drivers under authorized permit agreements; e.g. cancellation of insurance, expired driver licenses or any other issue identified during permitting process. Ability to take actions, which may be in the form of issuance of administrative fines to company owners.
Perform periodic checks of the Ground Transportation airport access road network to identify potential safety hazards.
Assist in monitoring all Ground Transportation service contracts and ensure they are in compliance of contractual duties.
Respond, document and address and document equipment malfunctions and signage inaccuracies and follow-up to assure that the problems are corrected. Coordinate and document unresolved issues to direct supervisor.
Facilitate preventive maintenance or repairs needed within the Ground Transportation facilities or report to appropriate department for resolution.
Performs other related duties as required.

Ability to: operate tools, equipment, and vehicles needed to perform this job which may include, Motorola Radio; work under at a minimum degree of stress related to duties that require constant attention to details and tight deadlines.
Minimum Qualifications – Education and Experience
Bachelor’s degree in an appropriate discipline or any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
Preferred Education & Experience
Bachelor’s Degree in related field and 3-5 years' of administrative or clerical and supervisory experience preferred.
