  • Determine overall estimating approach to specific Proposal or Program ETC.
  • Monitor Program technical, schedule, and cost performance and develop Independent Cost Evaluations (ICE) in support of quarterly reviews.
  • Evaluate reasonableness and credibility of proposed cost relative to technical requirements, schedule and contract terms and conditions.
  • Assist Proposal and Program Management in pointing out and determining cost effective solutions to technical, schedule and contractual issues.
  • Develop detailed end item estimates and integrate with functional estimates in the establishment of the ICE.
  • Develop estimating factors and Cost Estimating Relationships (CERs) and performance tracking measure/metrics and prepare supporting rationale.
  • Analyze historical cost, schedule, and technical data and form specific conclusions relative to Program and Proposal cost and risk.
  • Reconcile the results of ICE with Program and Proposal personnel.
  • Maximize mainframe and PC software programs for data collection, analysis and warehousing.
  • Network with Program and Functional personnel to foster a consistent and accurate flow of information

The ICE (Independent Cost Evaluation) function provides a centralized resource that will support the full RMS in addition to the Sikorsky portfolio.
Basic Qualifications:
  • Systems Orientation: proven ability to
systematically decompose an assignment into
understandable components and summarize to a
comprehensive and understandable whole
  • Technical degree or experience with
product/process and function preferred
  • Works independently with general
supervision
  • Strong networking skills
  • Advanced degree preferred
  • Working knowledge of databases, i.e.
COBRA, PPMS, MPM, SAP, Hyperion, ECS,
ROADS, PMM and EPRS etc.
  • Microsoft product suite expertise (Excel;
Including statistical, pivot tables etc)
Desired Skills:
  • Demonstrated systematic approach to problem
analysis and decision making
  • Technical, Financial & Contracting acumen,
Data Analytics, Cost Modeling,
Schedule/Program/Performance measurements
and metric development, financial analysis,
competitive analysis, proposal preparation and
new business experience.
  • Combination of Engineering and Business
degrees preferred.
  • Candidate must have demonstrated program
and proposal experience, Basis of Estimate (BoE)
generation/substantiation

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
