Job Description

FDNY seeks a full-time Deputy Director of Contracts, Licensing and Agreements. Under the direction of the Director of the General Law Unit & Deputy General Counsel, with considerable latitude for independent initiative, judgment and discretion, the Deputy Director of Contracts, Agreements and Licensing will be responsible for: Supervising agency attorneys and non-legal staff. Negotiating, drafting and reviewing a wide range of agreements on behalf of the agency, including MOU's and agreements related to mutual aid, access, licenses, trademarks, training, filming, donations, forgivable loans, and additional agreements required for the agency to carry out its mission. Coordinating with the Agency Chief Contracting Officer (ACCO) and various agency bureaus to ensure contracts are drafted and negotiated to meet respective bureau needs (which will require the development of knowledge in technical and operational areas of the FDNY). Overseeing required postings of MOU's to comply with local law requirements, ensuring timely renewal of contracts, and providing regular reports regarding contract status, risk analysis, and legal compliance. Managing the agency’s intellectual property matters involving the use of agency trademarks and copyrights, including coordination of enforcement actions with the NYC Law Department. Advising executive staff and management regarding contractual obligations and interpretation of contractual terms and conditions. Performing such other work as may be designated by the Director of the General Law Unit or the Deputy Commissioner for Legal Affairs.

Minimum Qual Requirements

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

  • Substantial experience drafting contracts and agreements.
  • Recent relevant, satisfactory legal experience managing a legal staff.
  • Extensive knowledge of NYC Government, Administrative Law and Procedures, and the NYC procurement process.
  • Proven ability to work in a dynamic work environment, meet strict deadlines, and work well with and lead others.
  • Excellent research, verbal and written communication skills are essential.
