Citigroup is committed to building out a team to establish firm-wide, horizontal, regulatory risk governance and oversight for Regulation Best Interest (BI). Citigroup is looking for an experienced executive to serve as the Regulatory Lead, who will be responsible for the overall management of the Regulation Best Interest team.

The Regulatory Lead will have singular responsibility to remediate known control deficiencies, continually evaluate businesses, products, services, and activities for the presence (or absence) of Regulation Best Interest risk and establish a firm-wide Governance program to monitor and report on key risk indicators escalating, where appropriate.

This is a Global role spanning all Sectors and all relevant businesses. The Regulatory Lead will work with sector, function, and business specific contacts to build out the entirety of a Regulation Best Interest Office.

This is a highly visible role that will require superior project management skills, deep regulatory and business knowledge, and excellent verbal and written communication skills. Executive level communication will be required as well as regulator direct communication. Candidates must have experience in complex problem solving, working across multiple businesses and geographies (international), documenting corrective action plans, designing, and assessing controls and key risk indicators, and writing procedures and charters.

This role will be required to quickly analyze problems, opportunities, and initiatives and identify applicable businesses and products, define a desired future state, document the plan, and lead others (who likely will not directly report to this role) through each milestone on time and with sufficient quality of deliverables balancing long term strategic vision and near-term tactical steps.

Key Responsibilities

  • Be ‘the voice’ for Regulation Best Interest compliance to executive management, internal audit, regulators, and business/functions within Citi
  • Support the definition of control requirements and control standards appropriate for Regulation Best Interest
  • Provide credible challenge of existing control environment across sectors and functions
  • Produce and/or contribute to the development of regulation artifacts e.g., Policy, Standards and procedures
  • Continually monitor and assess the effectiveness of the current control framework and identify opportunity for refinement/improvement
  • Lead the development and implementation of an ongoing Regulation Best Interest initiatives including remediation of known issues, in partnership with Sector, function and second and third line leadership
  • Develop and/or enhance current reporting metrics to demonstrate the management of compliance and risks for Regulation Best Interest
  • Establish clear escalation paths to raise concerns to the executive management as appropriate
  • Maintain engagement with 2nd and 3rd Lines of Defense
  • Develop and operate/input into an appropriate governance structure to support oversight of compliance with the Regulation
  • Participate in appropriate industry forums and monitor changes/developments to relevant Regulation Best Interest standards and potential cross-border application

Qualifications

Knowledge and experience

  • Bachelor's degree required – Masters preferred.
  • Track record of exceptional performance
  • 15+ years minimum relevant experience including 8-10 years of managerial experience and at least 5 years minimum experience in working with Regulation Best Interest (business processes, activities, products and / or second line oversight), including experience leading large scale projects in Broker Dealer, Retail Banking, Wealth Management, Private Banking or Corporate Banking businesses
  • Prior experience in leading and motivating teams, including partnering across large global and / or virtual teams
  • Detailed knowledge of Regulation Best Interest and tangential regulations
  • Prior experience in control design and ongoing program governance post execution

Prior experience in regulatory driven remediation e.g. MRA, Consent Order etc
