Duties

  • Provides information and guidance to Center employees on human resources matters, procedures, and policies.
  • Provides recruitment assistance using a variety of resources to seek a diverse and highly qualified applicant pool. Reviews vacancy announcements and makes preliminary applicant qualification and eligibility determinations, maintains electronic log of all applicants, responds to applicant questions, maintains electronic files for all Center vacancies, coordinates and communicates with the hiring manager, and follows through with all actions necessary to bring the new hire on board.
  • Prepares onboarding materials and administers orientations for new employees to include a review of payroll information, personnel policies and procedures, and federal benefit options. Schedules and coordinates new employee ID card appointments, and fingerprinting/background checks.
  • Researches and administers the full range of employee services and benefits, including health insurance, life insurance, Thrift Savings Plan (TSP), transit benefits, employee counseling services, worker's compensation, and retirement. Provide pertinent resources and correspondence to employees.
  • Maintains and monitors human resources records and adheres to the Center's Records Management schedule, and responds to audit requests.
  • Manages the leave and payroll systems in the Human Resources Management Information System (HRMIS). Responsible for providing timekeeping services, and processing notification of personnel actions, responding to pay and leave inquiries, and processing pay and leave adjustments. Provides technical assistance to time approvers on processing leave, timesheets, and any necessary corrections. Performs regular audits of the leave and pay records for the pay period in question.
  • Develops and maintains human resources forms, databases, and spreadsheets to monitor various personnel functions and transactions. Assists in maintaining the staff directories on the Center's internal websites, emergency contact database, and InfoWeb accounts.
  • Assists with preparing correspondence and maintaining electronic files in connection with the FJC Foundation.
  • Provides ad-hoc statistical and analytical support.
  • Attends routine human resources meetings and collaborates with constituents in the judiciary to keep abreast of current personnel rules and regulations, particularly meetings that are related to HRMIS, benefits, leave tracking, and other personnel matters.
  • Serves as liaison with HRMIS Helpdesk and InfoWeb Helpdesk to resolve technical errors. Works with the helpdesk team in identifying and ensuring corrective action is taken to resolve discrepancies within the database.
  • Serves as a floor coordinator for emergency preparedness exercises.
  • Performs other duties, either as assigned, or at the incumbent's initiative, that are necessary for ensuring the sound operation of the Office of Administration.

Qualifications

Required Qualifications and Skills:
  • A bachelor's degree; preferably in human resources or business management;
  • Strong interpersonal skills and ability to work well with people;
  • Proficient in using automated systems and Microsoft applications (Word, Excel, and PowerPoint);
  • Exceptional organizational skills and ability to respond to requests on short notice;
  • Excellent analytical, research and customer service skills;
  • Excellent written and oral communication skills; and
  • Ability to manage multiple projects under tight deadlines.
Desirable Qualifications and Skills:
  • Human Resources Specialist experience;
  • Knowledge of the Judiciary operations and functions;
  • Knowledge of the Guide to Judiciary Policy (Vol. 12); and
  • Familiarity with HRMIS.

Education

A bachelor's degree; preferably in human resources or business management.

Additional information

This is a term, one-year position with the possibility of extension at the Center's discretion. The starting salary is set at $79,256 (includes D.C. locality). This position falls in the Center's pay band 4. For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $83,219 (includes D.C. locality), may be considered if the candidate furnishes proof that their current salary falls above the pay band 4 minimum salary of $79,256 (includes D.C. locality), in which case the Center would match that salary up to the starting salary limit of $83,219 (includes D.C. locality). The 2023 salary range for pay band 4 positions is $79,256 - $143,760 (includes D.C. locality); however, the maximum starting salary cannot exceed $83,219 (includes D.C. locality), and it is non-negotiable. If the successful internal candidate's salary falls above the range minimum that salary will be matched up to their current salary.

Federal government benefits are applicable. An array of supplemental benefits are also offered including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is located in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center and a health fitness facility for its tenants.

The Federal Judicial Center offers a range of telework and flexible work schedule options based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station. The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel.

This position does not carry the tenure rights of positions in the competitive civil service.
