CARB's Office of Information Services (OIS) has an amazing opportunity for a Project Manager (Information Technology Specialist I (ITS I)) to join our dynamic team and assist in the design, development, and implementation of applications to support CARB's programs and activities.

As a Project Manager, the ITS I is responsible for project management and project support functions in the development and implementation of CARB applications, which includes the following responsibilities:

  • Apply industry standards, methodologies, principals, and techniques of business analysis and project management.
  • Plan, implement, and coordinate project activities with internal and/or external stakeholders, oversight agencies, and vendor teams.
  • Manage the working relationships and collaboration between project leadership, agency, department directorate, business partner, stakeholders, and advocacy groups.
  • Communicate ideas and concepts effectively verbally and in writing to technical and non-technical staff and management.
  • Work with programs to determine and document the project plans, schedule, scope, estimated cost, budget, and resource needs.
  • Research, identify and document feasible alternatives and work with management to determine a course of action.
  • Maintain communication with clients during maintenance to monitor the need for enhancements and to prioritize them within resource constraints.
  • Work within the California Project Management Framework (CA-PMF) Project Approval Lifecycle (PAL) as defined in the State Information Management Manual (SIMM) and State Administrative Manual (SAM) ensuring that CARB complies with the California Department of Technology's (CDT) and California Environmental Protection Agency's (CalEPA) policies and requirements.
