Job Title: Counterintelligence (CI) Specialist – Junior

Job Location: Quantico, VA

SUMMARY

Cherokee Preting is seeking a CI Specialist that Identifies, monitors, and assesses foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Applies understanding of foreign intelligence capabilities / activities U.S. and foreignpartner CI capabilities and Tactics, Techniques, and Procedures (TTPs) for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies.
  • Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.
  • Provide junior-level CI support to identify, assess,and disrupt threatsto cleared industry, cleared personnel, DOD, and Department of Counterintelligence and Security Agency (DCSA).
  • Facilitate USGresponses to adversary actionand insider threats by sharing threat indicators and enabling responsive measures from other agencies and services.
  • Develop cyber capabilities and processes that illuminate threats,enhance awareness, and enable customer response.
  • Develop and operationalize an enterprise security risk management methodology across Government and industry stakeholders.
  • Research, synthesize, exploit, evaluate, and analyze all-source reporting to identify,assess, and disruptthreats to cleared industry, cleared personnel, DOD, and DCSA.
  • Conduct open-source researchfor articles for inclusion in the ClearedIndustry Review.
  • Identify and neutralize or influence the activities of FIE targeting USG programs, information and technologies resident in cleared industry.
  • Research, synthesize, exploit, evaluate, and analyze all-source reporting on FIE targeting USG critical technologies, programs, information, and supply chains.
  • Develop, support,and/or contribute to various CIPCI efforts upon request or should analysisreveal emerging trendsin FIE targeting, issues of strategic significance, and/or actionable information against FIE threats.
  • Respond to ad hoc taskers providedby mid-level CI specialists and/orCounterintelligence Partnership Branch Chief.
  • Respond to requests for information regardingpotential FIE threatsfrom CIPCI partners.
  • Prepare articlesfor inclusion in the ClearedIndustry Review.
  • Coordinate, collaborate, and/or engage with customers and stakeholders to share threat information and/or develop and operationalize an enterprise security risk management methodology across Government and industry stakeholders.
  • Support administrative tasks (draft/disseminate invitations, track registrations, validatesecurity clearances, generate rosters of attendees, and prepare/consolidate questionnaires) for secure video teleconferences.
  • Capture meetingminutes from weeklyengagements with the CIPCI and formalize for formal dissemination.
  • Participate in analytical exchanges with other intelligence entities.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION AND EXPERIENCE

  • Desired to have a minimum 3 years of experience relevant to the specific labor category with at least a portion of the experience within the last 2 years.
  • Preferred to have a Bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education,
    • An additional 4 years of direct experience, for a total of 7 years of experience in the specific labor category, may be substituted for a Bachelor's degree.
  • Graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

KNOWLEDGE, SKILLS AND ABILITIES

  • Working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.
  • Demonstrates ability to use logic and systematic approaches to gather, evaluate, and synthesize multiple sources of information.
  • Ability to work semi-independently with oversight and direction.
  • Able to use logic when evaluating and synthesizing multiple sources of information.
  • Demonstrates ability interpreting analysis to include, but is not limited to, its meaning, importance, and implications.
  • Must be able to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
  • Ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and/ or web-enabled formats.
  • Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.
  • Proficiency using Microsoft Office tools.
  • Ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
  • Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.
  • Must have an active Top Secret / SCI level security clearance.

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office environment.
