Job Title: Knowledge Manager – Mid

Job Location: Quantico, VA

SUMMARY

Cherokee Preting is seeking a Knowledge Manager to provide mid-level support to enable the identification, assessment, and disruption of threats to cleared industry, cleared personnel, DOD, and Defense Counterintelligence and Security Agency (DCSA).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Facilitate USG responses to adversary actionand insider threatsby sharing threat indicators and enabling responsive measures from other agencies and services.
  • Develop cyber capabilities and processes that illuminate threats, enhance awareness, and enable customerresponse
  • Operationalize an enterprise securityrisk management methodology across Government and industry stakeholders.
  • Assists aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
  • Uses centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
  • Compiles reportson performance and usage metricsand future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and taskings.
  • Disseminates intelligence products across separate networks and portals.
  • Conduct full-spectrum SharePoint support.
  • Oversees activitypertaining to the maintenance of SharePoint for DCSA CI on unclassified and classified networks.
  • Customizes SharePoint sites for effective collaboration and content sharing including the creation of custom workflows.
  • Consults with management to devise the most useful ways to apply SharePoint to customer goals.
  • Troubleshoot problems as they arise with user applications, operating systems, and hardware.
  • Conduct site administration functions on the Command’sSharePoint environments to include but not limited to user access, site pages development and design, deploying new features, performing or verifying data back-ups, and troubleshooting user issues.
  • Plan, design,document, and implementa SharePoint environment that automates currentbusiness processes.
  • Identify current organizational business processes and requirements of each department.
  • Map current and new organizational business processes in alignment with the department requirements
  • Develop/create workflows that automate business processes.
  • Provide SharePoint integration or interoperability to comply with DoDI 5015.02,DoD Records Management Program.
  • Conduct technicalreviews of the SharePoint environment and develop appropriate materials, such as PowerPoint briefings or hands-on labs, to train end users and department heads/executive leadership.
  • Provide in-person, classroom/instructor led trainingto Government designated personnel to explainsoftware features, functions, and common tasks associated with SharePoint services and capabilities
  • Provides technical support for SharePoint users. Holds trainingand informational sessionsto teach coworkershow to use SharePoint and any custom applications or workflows
  • Analyze, recommend, develop, and implement new workflows and business processes.
  • Capture DCSA CI institutional knowledge and implementbusiness process continuity standards.
  • Map currentand new organizational business processes in alignment with the department requirements
  • Assist in aligning processes and technology to enable information sharing by analystsand organizations for analytic production.
  • Use centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
  • Identify current organizational business processes and requirements of each department
  • Aid in Directorate metrics development and reporting.
  • Assist with KPI development and compilation reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and tasking.
  • Coordinate, collaborate, and engage with customers and stakeholders.
  • Disseminate intelligence products across separatenetworks and portals
  • Communicate with stakeholders and conduct researchto develop an understanding of relevant programsand requirements.
  • Assist in collaboration effortsacross DCSA.
  • Assist in content management efforts.
  • Assist in content management efforts including content availability and content curation to ensure ease of discovery of existing content and information.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory/management authority.

EDUCATION AND EXPERIENCE

  • Desired to have a minimum 8 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Preferred to have a Bachelor's degree in an area related to the labor category front a college or university accredited by an agency recognized by the U.S. Department of Education.

  • Structures analytic questions based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
  • Demonstrates ability to work independently with minimal oversight and direction.
  • Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Develop concise, insightful, and comprehensive products for defense intelligence.
  • Able to guide teams in researching multifaceted or critical problems.
  • Working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.
  • Demonstrates ability to use logic and systematic approaches to gather, evaluate, and synthesize multiple sources of information.
  • Work semi-independently with oversight and direction.
  • Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.
  • Ability interpreting analysis to include, but is not limited to, its meaning, importance, and implications.
  • Defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
  • Ability to produce timely, logical, and concise analytic reports, document assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and/ or web-enabled formats.
  • Able to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.
  • Proficiency using Microsoft Office tools.
  • Develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
  • Demonstrates ability to recognize nuances and resolve contradictions and inconsistencies in information.
  • Must have an active Top Secret / SCI level security clearance.

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office environment.
