BDR is seeking a Project Manager to join our growing team! This position will be performed virtually from the individual's home office working on EST time schedule. Some travel may be required on a quarterly (or less) basis based on the VA OIT Director's request. This position requires US Citizenship with a Public Trust or the ability to obtain one.

Role Overview
BDR is seeking a Project Manager to perform key responsibilities within the Loan Guaranty (LGY) Product Line at the Department of Veteran Affairs (VA) and assist in the execution of documentation needs and gathering, project planning, and assistance to the VA Director for operational and contractual special projects. Candidates should have strong experience in project management and Agile-based software development and must have significant experience in using Jira. The Project Manager will report to and assist the VA Director, product managers and senior IT management with adherence to VA processes, risk management, change and configuration control, resource allocation, operations, and deliverable schedules.

Responsibilities
  • Perform responsibilities with little to no tasking from VA, relying on ability to research, ask questions and be a self-initiated team member, taking high-level instructions from the VA OIT Supervisor.
  • Drive items to completion in Jira utilizing emails, meetings, calls and messaging to ensure that Jira is up to date – address items that are incomplete (and late), or unassigned and get them remediated.
  • Develop project plans, roadmaps and develop dashboards within Jira – allowing for reporting capabilities for overall project or development status.
  • Perform project management expectations for special projects and Loan Guaranty needs as prescribed by VA LGY OIT Director and keep LGY OIT in alignment with the high-level objectives of LGY Business and must work closely with Business PMO team to ensure alignment.
  • Track all 508 needs – testing, compliance, etc. – and ensure 508 updates are reported to VAEC and that routine status updates are provided to LGY OIT Leadership and provide advocacy oversight for adherence and implementation of Section 508 requirements.
  • Provide primary daily driving force behind coordination of tasks and statuses of various efforts as prescribed by the LGY OIT Director, developing briefing presentations with detailed and relevant information, regularly brief senior leadership and management staff on project status and significant developments.
  • Responsible for focusing on the OIT Leadership prioritized list of efforts and projects that are currently gaps within OIT – i.e., SSN Reduction point-in-time status tracking through self-initiated inquiries to SPM and portfolio management.
  • Act as mouthpiece for LGY OIT Director for multiple efforts to ensure they are being tracked and accounted for regularly and routinely, keeping them on the radar of LGY OIT and Business leadership as required – includes driving efforts to completion, identifying issues or risks, providing status reports and providing recommendations or potential remediations, as needed.
  • Manage typical project and program management processes, to include acquisition, development, modification, enhancement, deployment or decommissioning of software products, services or systems; product may be Commercial Off the Shelf (COTS) or internally developed software business applications, as directed.
  • Track, analyze, and coordinate multiple, complex LGY projects using principles and guidelines of the Project Management Institute (PMI) and Capability Maturity Model® Integration (CMMI) methodologies.
  • Facilitate cross-functional and cross-team planning sessions to ensure integration of critical path development activities.
  • Develop project plans and schedules for new or modified application systems with a clear understanding of customer requirements and information on project costs, schedule, quality, and performance.
  • Support efforts to conform with quantitative and qualitative service level agreements, agency policies and procedures, and external directives.
  • Work with business customer stakeholders and determine prospective products or services that will meet customer IT requirements.
  • Support development of communication products and briefings on the status of project activities.
  • Conduct analyses of complex programmatic issues to provide senior executives with accurate and timely data and conclusions.
  • Serve as a Subject Matter Expert on the system(s) and represent the VA product team.

Required Minimum Qualifications
  • Bachelor's degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline ( 8 years of additional relevant experience may be substituted for education; total 18 yrs. of relevant experience without the degree).
  • Public Trust clearance is required.
  • Jira Certification; significant experience in the use of Jira (non-negotiable).
  • Agile Practice Certification (e.g. SAFe).
  • 10 yrs of experience in Federal employment or consulting experience with the Federal government.
  • Experience in Agile development and rapid delivery of capabilities.
  • Excellent verbal and written communication skills, including the ability to communicate with brevity and clarity.
  • Experience working in a consulting environment and understanding of client/customer relations.
  • Required Technical/Business Tools:
    • Jira
    • MS Office Suite, i.e., Word/Excel/PowerPoint/Outlook/Teams

Desired Skills and Qualifications
  • PMP Certification
  • Experience working as a contractor or an employee for the Department of Veterans Affairs (VA).
  • Knowledge of end-to-end systems, particularly with excellent industry knowledge and expertise (mortgage, grants).
  • Ability to work under pressure, coordinate multiple assignments at once, and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • High attention to detail.
  • Strong problem-solving and analytical skills.
In addition, U.S Citizenship is required.
