The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resiliency Division/Federal Lands Program. The DNR’s Forest Resiliency Division is seeking a motivated individual to join the Federal Lands Program – team of expert engineers and restoration specialists focused on project implementation across National Forest Lands and Bureau of Land Management lands throughout Washington.

As part of this Division and Program, you will work along side a talented cadre of talented engineers, planners, scientists, and implementers providing service to state, private, and federal partners to increase the resiliency and health of Washington’s forests and urban landscapes. In this position, you will be a part of a skilled team of specialists focused on increasing the pace and scale of federal restoration work, primarily on the Gifford Pinchot National Forest. Working independently and as a team, this position works under the supervision and guidance of the Gifford Pinchot Civil Engineer 3. You will complete a broad variety of tasks assisting engineering staff in developing transportation plans for restoration projects including assisting in surveying, designing, and implementing Aquatic Organism Passage (AOP) projects including bridges and large culverts.

Duties

Responsibilities:

  • Assist Restoration Specialists with harvest planning and harvest unit delineation, road location, rock source development plans and cost analysis of alternatives.
  • Assess transportation networks for maintenance needs, plan, layout, and design, new temporary roads, compile road plans and comply contracts.
  • Support DNR’s 20-year Forest Health Strategic Plan and Forest Action Plan by improving aquatic ecosystems through fish barrier removal and aquatic habitat improvement.
  • Assist Federal Lands Engineers in achieving 23-25 biennium targets for Aquatic Improvement, road decommissioning, and deferred maintenance.
  • Survey, design, and coordinate with Federal Interdisciplinary Teams on design specifications for Aquatic Improvement projects and large structures.
  • Identify existing fish barriers and prioritize areas to focus engineering resources.

Qualifications

Required Qualifications:

  • A bachelor’s degree in civil or forest engineering,
    OR four years of an equivalent combination of education, training and expertise in civil or forest engineering.
  • A working knowledge or understanding of logging systems and road layout and design.
  • Experience with performing site surveys with a total station and entering survey data into AutoCAD design software and compile designs.

Special Requirements and Conditions of Employment :
  • This position is authorized to telework and must follow all current DNR Telework Policies and requirements to qualify. However, the candidate must be located within an hour and a half of the Gifford Pinchot National Forest to be in proximity of project sites.
  • This position is a telework position. Agency assigned vehicles may be parked at either an approved duty station or other secure parking location.
  • Position is required to drive to various sites within state of Washington for pre-bid meeting, pre-construction conferences, construction site visits, and training administration.
  • A valid driver’s license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.

Desired Qualifications:
  • A working Knowledge of:
    • Load and Resistance Factor Design(LRFD) Bridge design methodology
    • Familiarity with the Good Neighbor Authority under the 2014 Farm Bill and recent amendments, Shared Stewardship Strategy, Forest Land Resource Management Plans (Forest Plans), and National Forest Transportation Planning methodology.
  • Ability to:
    • Experience in construction compliance.
    • Demonstrated ability to work independently and in team settings to accomplish broader program goals and objectives
    • Ability to work with and through often opposing perspectives to bring sides to common understandings to move projects forward
    • Demonstrated ability navigate complex and challenging work environments
  • A demonstrated knowledge of federal policies and procedures implemented under the USFS and other federal agencies, including the National Environmental Planning Act (NEPA), the Agricultural Act of 2014 (2014 U.S. Farm Bill), and other federal policies typically associated with implementation and planning of federal projects.
