The Sustainable Transportation and Communities Division is seeking a Staff Air Pollution Specialist (SAPS) to work in its Climate Investments Policy Section of the Climate Investments Branch. The SAPS will focus on broad policy development and analysis related to California Climate Investments to advance the states climate, air quality, and equity goals. California Climate Investments are administered by various state agencies and include projects in transportation and sustainable communities, clean energy and energy efficiency, natural resources, and waste diversion. This position will play a lead role in the development of critical documents in the branch, including updates to the Funding Guidelines for agencies that administer California Climate Investments. The SAPS will lead internal and external teams to provide consistent and transparent policy support and guidance to administering agencies. In addition, they will build partnerships with other State agencies and stakeholders to ensure California Climate Investments are meeting statutory objectives and incorporating public input; coordinate and present at public workshops and the Board; and work with agencies and stakeholders to implement policy and guidance. The SAPS will also lead others within the Branch to implement policy and guidance consistently throughout all California Climate Investments programs. The SAPS will coordinate with other branches, divisions, Legal, budgets, accounting, and information technology experts within CARB. They will also present program information and recommendations in a clear and concise manner to CARB management, the Executive Office and Chairman’s Office, the Board, the California Environmental Protection Agency, the Department of Finance, the Governor’s Office, the Legislature, other government agencies, businesses, community members, and stakeholder groups. The SAPS will participate in high profile and sensitive meetings with Administration officials, legislative staff, and local governments, as well as represent CARB at forums and workshops. To ensure Board-wide coordination and communication, the SAPS is expected to be familiar with CARB’s major programs and actively work to connect project assignments to CARB’s broader objectives to reduce emissions of air toxics, criteria pollutants, greenhouse gases, and disadvantaged and low-income communities.
