General ResponsibilitiesReporting to the Executive Director for Early Care and Education, the Family Support & Health Services Manager will provide oversight and collaborative leadership for Early Care & Education (ECE) programs.Salary:The full range for this position is $83,304.00 - $99,985.60. Offers are made at the entry level of the range. Assignment:This position will be full-time, year-round and will work in person. This position will require travel within the ESD region and extended or flexible hours as necessary, including some evenings and weekends. The position also requires a fingerprint check through the Department of Children, Youth, and Families as well as a health exam and TB test prior to starting.
Essential Functions/Other FunctionsEssential Functions:
- Manage operations in designated programs including budget development and monitoring, staffing and contract compliance.
- Serve as an agency representative at local, regional and state meetings.
- Collect, track and analyze data to inform strategic program planning and decision making.
- Develop and implement policies and procedures that comply with specific program requirements and performance standards.
- Support job-embedded professional learning experiences for staff.
- Hire, supervise, train and evaluate staff.
- Develop and maintain a system for tracking records and outcomes for children and families.
- Implement and monitor the quality of child health services, safety, nutrition, mental health, disabilities and family support components of ECE programs.
- Support and monitor all family support components of ECE programs including home visiting, playgroups, family engagement activities, parent leadership opportunities and family well-being.
- Co-plan and facilitate the Health Services Advisory Committee, Parent Policy Council and center-based family engagement activities.
Other Functions:
- Provides direction, information, and interpretation concerning state and federal rules and regulations.
- Create and submit monthly, quarterly and annual reports and evaluations.
- Participate in regular meetings with staff, funders and community partners.
- Other duties as assigned.
Minimum/Preferred Qualifications & SkillsMinimum Qualifications:
- Bachelor's degree in Family Support, Health Services, Social Services, or related field.
- Three years of experience providing direct service and/or coordinating a program serving families and children 0-8 years of age.
- Experience supervising staff.
- Experience with Early Head Start, ECEAP and child care regulations and performance standards.
Preferred Qualifications and Skills:
- Experience delivering home visits and health services in an early learning setting.
- Experience with community engagement and partner collaboration.
- Bilingual/Bicultural.

Employment Requirements - ESD job offer is contingent upon satisfying the following:
- Successful completion of a criminal history check and fingerprint check through the Department of Children, Youth, and Families.
