GENERAL DESCRIPTION

NOTE: INTERNAL POSTING, OPEN TO TPWD EMPLOYEES ONLY.

Under the direction of the Marketing Manager, this position performs highly complex (senior-level) informational and communications work. Work involves coordinating the research, writing, editing, and production of content and materials for release to various communications media (news, print, digital, and/or social media) and for use by the agency, the general public, and other agencies. Responsible for developing and implementing complex, time-sensitive and high-profile email marketing communications plans and strategies for various TPWD products, programs and initiatives. Provides research to develop new media affiliates, maintains existing affiliate relationships, and works to expand the reach of the Texas Parks & Wildlife television series. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations and procedures.


Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from an accredited college or university with a Bachelor’s degree.


Experience:

Three years professional experience in email marketing or communications work


Licensure:

If driving is required, applicant must possess a valid class “C” Texas driver’s license.


ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of the required experience may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.


PREFERRED QUALIFICATIONS:

Experience:

Five years of more of experience in email marketing, media communications, social media communications or closely related field;

Bilingual in English and Spanish;

Experience in developing online advertising efforts and analyzing results;

Experience in Google Analytics;

Experience working in Texas state government, with preferred experience in a marketing department.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of email marketing principles and practices to meet stated goals, including increasing awareness, purchase and repeat usage of products and services;

Knowledge of direct marketing practices;

Knowledge of quantitative and qualitative consumer research, including determining objectives, reviewing surveys, analyzing and applying research results;

Knowledge of brand management practices;

Knowledge of market research and analytics;

Knowledge of advertising and social media strategy and tactics;

Knowledge of the travel industry and use of social media to increase interest and participation.

Skill in developing, implementing and evaluating innovative marketing plans to meet objectives within budget and timing parameters;

Skill in project management;

Skill in writing advertising and promotional copy, including developing program names, slogans and copy for email, social media, TV ads and for promotional web pages;

Skill in working with success metric tools such as Google Analytics and media reports to determine results of campaigns and media products;

Skill in summarizing and documenting meetings to relevant personnel;

Skill in using MS Word, Excel, PowerPoint and Microsoft Outlook;

Skill in compiling research and other marketing related information;

Skill in providing quality customer service in a courteous and professional manner;

Ability to work independently with little or no supervision;

Ability to problem-solve;

Ability to manage multiple projects;

Ability to give direction and work effectively with ad agencies and internal creative staff;

Ability to make sound recommendations and judgments under pressure;

Ability to anticipate potential issues and know when to seek input from supervisors;

WORKING CONDITIONS:

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; alternative work schedule may be available;

Required to work overtime as necessary;

May be required to operate a State vehicle;

May be required to travel 5% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
