Summary

This position is responsible for the implementation and presentation of required practical training. The incumbent will effectively plan and organize practical training for the instruction of new hires and re-instruction of veteran Rail Operators in the proper and safe method of providing rail transportation in accordance with CATS and appropriate regulations, policies and procedures. The Rail Operations Division Training Specialist works directly with subject matter experts (SME's) to deploy effective learning solutions throughout the organization. This position does not have direct supervisory responsibilities but will have frequent interaction with various stakeholders and works in a vital capacity as part of the training team.

This position includes working varying shifts to accommodate training schedules including evenings, weekends, holidays, special events and during inclement weather as well as responding to rail incident/accidents and assisting with investigations. This is a safety and security sensitive position subject to FTA drug and alcohol compliance.

Major Duties and Responsibilities

  • Partner with cross functional (SME's) to provide practical instruction that aligns with predetermined training objectives.
  • Create and prepare digital and printed materials used to support training (e.g., training manuals, PowerPoints, eLearning modules).
  • Provides re-certification and refresher training; ensures all required technical training is scheduled, completed, and documented.
  • Provide updates to training department on changes to software systems and hardware
  • Operates video and audio equipment to produce professional level pre-recorded training.
  • Directly support continuous implementation and compliance of the North Carolina Department of Transportation (NCDOT) State Safety Oversight Program Standards (SSOPS) and Federal Transit Administration (FTA) regulations 49 CFR Part 673 and 672 related to the Safety Management System (SMS) and the CATS Agency Safety Plan (ASP). Support Safety performance goals of CATS.
  • Encourage employees to proactively support and report safety concerns following the CATS Safety Reporting options as described in your training and in the ASP.
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
  • Advocate and promote a strong safety culture within CATS with regard to transportation services, capital programs, facility operations and maintenance, worksite procedures, employees, and customers following SMS and ASP.
  • Participate in internal and external ASP audits.
  • May assist in rail incident/accident investigations.
  • Ensures safety standards are met
  • Collaborates with training supervisors and Safety and Security staff.
  • May operate light rail vehicle as needed for practical instruction
  • Performs other duties as required.

Knowledge, Skills & Abilities

  • Demonstrated advanced MS Office Suite skills.
  • Excellent written and verbal communication and presentation skills; requires the ability to coach and engage employees in the learning process.
  • Must be able to obtain and retain a City Driving Permit.

Minimum Qualifications

  • High school graduation/GED with five (5) years of transit operations experience or three (3) years teaching experience OR Associate degree earned from an accredited college/university with three (3) years of transit experience or one 1 year of teaching experience.
  • Requires a Class "B" CDL with P-endorsement.
  • Must be able to pass a DOT pre-employment physical; must have successful DOT pre-employment drug, criminal, and DMV checks.

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
