About this opportunity:
The Turnaround (TAR) Planning Manager is responsible for managing the team assigned to conduct all planning efforts in the site Turnaround portfolio while also conducting core planning activities. The individual is responsible for assessing incoming scope items, documenting detailed steps, and required timing and materials for execution by the Turnaround event organization, and for providing assurance of quality, consistent performance by all planning team members. The individual leads implementation and proper use of planning processes, systems, and tools.

Responsibilities:
  • Leads the Turnaround Planning Team to provide safe, value-added, efficient job plans of the quality and consistency to enable successful execution of all Turnarounds.
  • Coaches, mentors and supervises team members, ensure technical subject matter support, and ensures proper resourcing and assignments are made and performance is achieved in support of all Turnaround events.
  • Leads the review and implementation of processes, systems, and tools involved in the planning process and provides assurance to proper use and maintenance of those.
  • Oversees creation of detailed plans for Turnaround execution including:
    • Coordinating with appropriate disciplines and teams to determine technical requirements where required
    • Assessing and sourcing for materials and service requirements
    • Building detailed plan steps in accordance with safety procedures, company policies and efficient Turnaround execution protocol
    • Coordinating with execution personnel on required updates to plans and conducting retrospectives to ensure continuous improvement to plan efficiency and accuracy
  • Ensure progression against planning backlog according to priorities and event milestones, provides progress updates and implements recover plans as needed.
  • Ensure all team members work seamlessly within assigned Turnaround Event teams to support overall performance targets and objectives for each event.
  • Ensure proper worklist coordination and management in alignment with the Turnaround Event team.
  • Supports development and implementation of the Materials Management strategy for site Turnarounds and Projects to ensure proper requisitioning from planned bill of materials, tracking, expediting, receipt, control and efficient flow of materials.
  • Identifies opportunities for planning efficiencies to be shared across broader planning function.
  • Supports communication of scope and schedule to contractors.
  • Support responses to RFI’s (request for information) and inputs to submitted Added Work Requests (AWRs).
  • Provides change management planning and estimation support during execution and inputs into the P6 schedule to assist change approvers.
  • Participates and contributes to lessons learned and benchmarking. Provides insight and analysis of how the plan evolved over time and any issues that came up during the execution of the turnaround and implements learnings into future plans.
Qualifications:
  • Must be legally eligible to work in the United States
  • High school degree or equivalent required
  • Bachelor of Science degree in Construction Management or an Engineering discipline would be an asset
  • Minimum of 10 years of experience in turnaround, project and/or maintenance planning and execution
  • Experience successfully leading planning and construction of complex, critical scope to meet challenging business requirements working across a large organization
  • Proven track record of excellence leading a strong HSSE culture and performance
  • Working knowledge of construction and TAR processes and project controls
  • Strong communications, interpersonal and teambuilding skills
  • Budgeting and strategic planning experience
  • Previous supervisory / team leader experience
  • Refinery or relevant industry experience and familiar with industry practices, codes, and standards
