SUMMARY: Assist with the management and coordination of airport security and the security access control functions for the Roswell Air Center (ROW); Assist with overseeing of the operation of the Airport Security Program (ASP); coordination of security requirements with appropriate Federal, State and local agencies including airline and airport tenants; monitor and evaluate the workplace to ensure compliance with the Transportation Security Administration (TSA) regulations and the Airport Security Program; assist with the development and implementation of security training for all airport employees; and provide highly responsible and complex staff assistance to the Airport Security Coordinator.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assist with the management and coordination of operational activities for airport security and the security access control functions for ROW; oversee the operation of the Airport Security Program (ASP).
  • Assist with the development, recommendation and implementation of plans, policies, procedures and programs for the overall security of the airport; identify security needs, resources, requirements, equipment and opportunities for improvement; develop and implement airport security contingency plans, as required.
  • Coordinate airport security requirements with appropriate Federal, State and local agencies including airline and airport tenants; participate in the planning, execution and evaluation of airport security exercises with Federal and local law enforcement agencies; maintain all required Federal and local documentation for inspection.
  • Develop and implement security training for all airport employees; ensure all airport employees receive training in accordance with the ASP, to include new employees receiving an airport security badge.
  • Conduct random security compliance inspections. Monitor onsite contractors for security compliance.
  • Impartially and firmly enforce the ASP and all rules and regulations associated with Transportation Security Administration (TSA) and Federal Aviation Administration (FAA) compliance.
  • Monitor and evaluate the workplace to ensure compliance with the Transportation Security Administration (TSA) regulations and the ASP.
  • Participate in construction project meetings related to facility security; coordinate with tenant airlines, tenants and concessionaires and governmental agencies for security liaison purposes.
  • Inform local law enforcement entities, dispatch, City of Roswell IT Dept., City of Roswell Facilities Maintenance Dept., airlines, tenants, concessionaires and other appropriate entities of security requirements, policies, procedures, program changes and other operational considerations.
  • Oversee airport security systems, including access control, ID badging, electronic fingerprinting and video and audio systems; evaluate and recommend changes or improvements; stay abreast of changing technology.
  • Maintain activity logs and statistical reports measuring program effectiveness; provide incident documentation.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
  • Advise management of matters relating to Sensitive Security Information (SSI); ensure management is advised on changing security threats.
  • Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; recommend adjustments as necessary.
  • Provide or coordinate staff training; work with employees to correct deficiencies.

SUPPLEMENTAL FUNCTIONS:

  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of aviation security, access control and surveillance.
  • Maintain staff awareness of changing security conditions.
  • Supports the relationship between the City of Roswell and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information. Performs related duties and responsibilities as required.

MINIMUM QUALIFICATIONS:Education, Training, and Experience:
Associate’s degree from an accredited college or university in aviation administration, criminal justice, emergency management, business administration or a related field, or two (2) years of airport security operations experience; or an equivalent combination of education, training, and experience.
Knowledge Of:

  • Rules, regulations and security directives of the Transportation Security Administration Part 1542, 1520 and 1540, particularly with reference to airport security codes and regulations.
  • Principles and practices of aviation security.
  • Principles of computerized access control systems.
  • Practices of video and audio recording systems.
  • Pertinent federal, state and local laws, codes and regulations.
  • Principles and practices of program development and administration.
  • Emergency and non-emergency response procedures of police, fire, ambulance and other emergency service agencies, including public safety classification codes.

Skill In:

  • Coordinate with law enforcement agencies on airport security related issues.
  • Interpret and explain aviation policies and procedures and Federal regulations.
  • Analyze and assess programs, policies and operation needs and make appropriate adjustments.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Participate in the development and administration of division goals, objectives and procedures.
  • Actively participate in aviation security industry and emergency management issues.
  • Plan and facilitate meetings.
  • Prepare clear and concise reports.
  • Communicate clearly and concisely.
  • Perform the essential functions of the job with or without reasonable accommodation.

LICENSE AND CERTIFICATION REQUIREMENTS:

  • Must possess and maintain a valid Class D driver’s license issued by the State of New Mexico.
  • Airport Security Coordinator certification or ability to obtain this certification within first three months.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

  • Environmental: Work is performed in a standard office environment, exposure to computer screens.
  • Physical: Essential and supplemental functions may require maintaining a physical condition necessary to sit or stand for prolonged periods of time.

PRE-EMPLOYMENT REQUIREMENTS:

  • This classification requires that a “Pre-Employment Release and Waiver Form” be completed and submitted along with the employment application.
  • Candidates must pass a post-offer, pre-employment limited physical given by a City-designated physician and pass a post-offer pre-employment drug screen administered by a City-designated facility.
  • Candidates must undergo a post-offer, pre-employment fingerprint-based Criminal History Records Check (CHRC) that does not disclose that he or she has a disqualifying criminal offense as described in 49 CFR Chapter XII, Subchapter C, Part 1542.209.

CONDITIONS OF CONTINUED EMPLOYMENT:
Incumbents and candidates must have and maintain a satisfactory driving record and insurability in accordance with the City’s insurance carrier. Must maintain a clean criminal history record that does not disclose that he or she has a disqualifying criminal offense as described in 49 CFR Chapter XII, Subchapter C, Part 1542.209.
