Overview

The Worker Safety and Health Division promotes a safe working environment for and "safety aware" attitude in all PNNL employees, visitors, vendors, and subcontractors. We are also concerned with the safety, health, and welfare of our local communities and other members of the public who are impacted by PNNL operations. This position performs as a field deployed Safety and Health (S&H) support representative providing services to PNNL staff and line, facility, and/or project management to assist them in conducting research and operational activities in a safe and compliant manner. This position provides critical support of Operations and a Research and Development directorate. The management of laboratory facilities and research presents a number of radiological, chemical, and occupational risks as a part of its operation. This position is responsible for managing the operational risks with respect to occupational health and safety hazards for the assigned organization.

This position is accountable to the Worker Safety & Health Services Team Lead. The position develops technical policies and programs that identifies, evaluates and selects options for hazard identification and analysis. General responsibilities include leading teams in identifying deficiencies, developing appropriate corrective actions, providing technical guidance for the development of policies and procedures, and reviewing new regulatory requirements for applicability. This position may participate on Industrial Hygiene related projects across BMI (Battelle Memorial Institute) or DOE – wide initiatives. The position requires the ability to work with a team, foster strong working relationships with WSH Professionals, Research Staff, and Operations personnel.


Responsibilities

The primary duties of the incumbent will be to:
  • Identify, evaluate, and select option for hazard identification and control within the framework of DOE and PNNL requirements;
  • Responsible to act as central point-of-contact for resolution of occupational S&H related issues;
  • Participate in work planning processes;
  • Respond to employee concerns;
  • Provide safety oversight;
  • Investigate accidents, injuries, and illness;
  • Cultivate continuous safety and health improvements;
  • Participate in emergency activities, drills.

Qualifications

Minimum Qualifications:
  • BS/BA and 7+ years of relevant work experience -OR-
  • MS/MA and 5+ years of relevant work experience
Preferred Qualifications:
  • Bachelors of Science degree in Biology, Chemistry, Industrial Hygiene or Safety/Occupational Safety and at least 5 years’ experience or Master’s degree in Industrial Hygiene or Safety/Occupational Safety and at least 3 years’ experience.
  • Certification as a Certified Industrial Hygienist, Certified Safety Professional or Certified Hazardous Materials Manager is highly desired.
  • This position requires experience in performing accident investigations, leading interdisciplinary teams, and providing oversight of staff and contractor work.
  • Training and proficiency in the use and interpretation of industrial hygiene related documents to include OSHA and DOE regulations, policies, programs and standards is required.
  • Knowledge of ES&H requirements and the Washington State rules and regulations and ANSI standards is also required.
  • A strong background is also required in the principles of Conduct of Operations, Teamwork, and configuration management.
  • Maintenance and development of technical competency will be required through attendance at short courses, self-study and other career development activities.
  • Excellent written and verbal communication skills are required.
  • The candidate must possess good negotiation skills, and must be able to effectively communicate with a variety of levels of staff and line management in providing effective and compliant solutions to problems.
  • The candidate must have experience in preparing technical reports, correspondence and assessment responses for internal and external customers.
  • The candidate must have knowledge and demonstrated ability to use advanced information system capabilities for gathering data. Familiarity with computers, Windows 7, MS Office, and the use of the Internet are required.
  • Prefer strong programmatic experience in Integrated Safety Management (ISM), Worker Safety & Health Programs, and the application of Occupational Safety and Health regulatory requirements into practical, implementable procedures and processes.


Hazardous Working Conditions/Environment

The incumbent must be able to qualify as a Radiological Worker and beryllium worker for entry into radiological and beryllium controlled areas at PNNL. The incumbent may occasionally perform work with radioactive materials or be in the vicinity of radiation fields, and may be involved with emergency response activities. The incumbent may also receive minimal exposure to workplace hazards, including toxic chemicals, noise, lasers, magnetic fields and microwaves. The incumbent will also work in laboratories, around maintenance and construction activities and may be exposed to various physical hazards such as moving machinery, guns, cranes, ladders, scaffolds, etc.
