In fact, in the next six to seven years, Redmond will invest nearly $500 million in capital projects that include everything from building remodels to major transportation and utility infrastructure expansions.

And you now have an opportunity to join our Public Works Department in a new role as the Capital Division Manager. In this role, under the general direction of the Public Works Director, you will be directly supported by (2) supervisors, (11) project managers, (3) construction inspectors, (1) capital planner, and (2) program coordinators who execute the tasks associated with capital project development and construction within the City of Redmond.

With your understanding of leadership principles, project management, capital project construction, and the ability to assess problems and seek innovative solutions, your primary responsibilities will be:


  • Plan, develop and implement strategic plans and objectives that aid in achieving citywide vision, mission and business objectives of the Capital division.
  • Project oversight related to all aspects of the development, management, and completion of capital projects that includes nearly 100 projects in various phase of design, scope setting, bidding, construction and close-out.
  • Execute sound business management practices and the development of performance metrics to measure success.
  • Create and foster an environment in which you are approachable, confident, dedicated to building trust, and committed to creating and maintaining partnerships within your group and with external stakeholders, vendors, and the public.
  • Understand and embrace your role as the leader of the city's Capital program – you are the Division Manager and need to think programmatically as well as enthusiastically about how to continue to grow and develop the Capital program.

Strong Fiscal Management – Because this position prepares budgets with justifications, projects revenues and expenditures and more, you will be successful because you bring your strong skills in project management, workforce and revenue forecasting, and budget management to help improve accuracy and long-term planning. This also means you understand how to increase the reliability of the services our department provides the City while being open-minded to consider experimenting with ways to cut down on waste and improve efficiencies.

QUALIFICATIONS

Education, Experience and Other Requirements

  • Bachelor's degree in related field preferred.
  • Five years of formal Project Management work experience in a formal, capital projects public works, public utilities, construction, transportation, or parks environment; supervisory experience required
  • Or any combination of education and experience that would likely provide the required knowledge, skills, and abilities.

Top candidates will have these additional qualifications:
  • Public sector or municipal work preferred
  • Deep knowledge of project management tools including, but not limited to MS Project, JIRA, Confluence, Excel, Bluebeam, and SharePoint preferred
  • Project Management Professional (PMP) certification strongly preferred
Licenses and certificates:
  • Valid Washington State driver's license with driving record that meets city standards
