Job Description:
Contract Manager will work closely with the SBS Contracting Officers to monitor compliance of community organizations receiving City Council Discretionary funds. The Contract Manager shall act as the SBS liaison with community organizations to develop, track and monitor contract requirements. The Contract Manager shall also undertake related special projects and other duties as assigned or initiated.

The Contract Manager is expected to monitor compliance of community partners with program objectives for the Agency’s City Council Discretionary program. In addition, the Contract Manager will act as SBS liaison and outline contract requirements. Responsibilities will include but not be limited to:

Contract Management
  • Initiate and manage the end-to-end contract management process for contracts within the Discretionary Unit portfolio as described above. Process steps include scope development, contract registration, and monthly review of payment requisitions, monthly or quarterly reports, close outs, etc.
  • Ensure timely communication, follow-up with community partners and coordination of events and training requiring SBS staff representation.
  • Maintain frequent communication with community partners to monitor performance and provide timely resolution of issues.
  • Identify and escalate issues that negatively impact the timely registration of contracts.
  • Maintain files on all contracts, reports and correspondence.
  • Develop appropriate scope(s) of work and metrics for Unit contracts in coordination with the Unit’s Program team as well as SBS Legal and Fiscal units.
  • Assist in compiling progress reports for other Agency staff.
  • Work with Contract Officers on Council Discretionary awards through all phases up to contract registration and post-registration until close-out.
  • Assist in the creation of year-end contract reports.
  • Review submitted financial and performance reports for approval.
  • Work on other related tasks as needed and assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Preferred Skills

  • At least one (1) year of successfully managing performance-based contracts in the not-for-profit or government sector.
  • Knowledge of Fiscal Management and not-for-profit environment is a plus.
  • Highly developed collaboration skills and ability to balance broad program goals with follow-through required of New York City contracts.
  • Strong working knowledge of Microsoft Word, Excel, Access, PowerPoint, and Visio.
  • Excellent research, analytical and problem-solving skills required Capable of working in a fast-paced environment, managing multiple projects simultaneously, and prioritizing assignments
  • Strong presentation, writing, and communications skills.
