Position Description:

The Financial Analyst, Entry (Capital Asset Monitoring & Valuation) contributes to the enhancement, implementation, and maintenance of an agency-wide internal control environment to monitor acquisition programs for all capital asset classes to provide for accurate, complete, timely, and fully supported capital and expense costs reporting on the agency financial statements.

Minimum/General Experience: 1 year of accounting, financial policy, or financial management experience

Minimum Education: Bachelor's degree in accounting or business management-related field

Essential Skills/Qualifications:

  • Must have an active Top Secret security clearance to be considered for the position
  • Experience reviewing, assessing, and formulating proposals
  • Experience assisting with the implementation of recommendations for compliance with federal accounting standards
  • Experience resolving gaps identified in financial statement audit reports
  • Experience performing analysis over financial and property records
  • Experience developing tools and templates to create consistent and repeatable procedures
  • Experience implementing recommendations to strengthen and improve internal control posture for the Acquire-To-Retire process
  • Experience developing and implementing solutions for incomplete Property, Plant and Equipment (PP&E) balances (e.g., balance reassertions)
  • Experience assessing control risk levels
  • Experience developing and reviewing business process documentation with appropriate supporting documentation
  • Experience monitoring acquisition program assets to capture in-process development costs
  • Experience performing valuations of completed capital assets
  • Experience responding to PP&E-related audit inquiries and documentation requests

Security: Must have an active Top Secret security clearance to be considered; Ability to obtain/maintain a Top Secret (TS) Sensitive Compartmented Information (SCI) security clearance

Tasks/activities include, but are not limited to:

  • Develops tools and templates to create consistent and repeatable procedures and internal controls for monitoring capital asset acquisition, lifecycle management, and disposal
  • Assesses control risk levels relevant to the assertions embodied in the classes of transactions, account balances, and disclosure component of the financial statements for PP&E
  • Develops and reviews business process documentation with appropriate supporting documentation (e.g., asset lifecycle process flows, narratives, standard operating procedures, transaction listings, system inventory listings, risk and control matrices, and assertion letters)
  • Obtains documentation to support capital asset additions and deletions on an ongoing basis
  • Maintains communications with multiple programs to address acquisition and lifecycle management
  • Monitors the asset lifecycle management process to ensure accounting events are timely recognized and appropriately reflected in the general ledger accounts
  • Performs valuations of completed capital assets
  • Provides development and review of business process documentation
  • Reviews, assesses, and formulates proposals
  • Assists with the implementation of recommendations for compliance with federal accounting standards
  • Implements recommendations to strengthen and improve internal control posture for the Acquire-To-Retire process
  • Resolves gaps identified in financial statement audit reports
  • Develops and implements solutions for incomplete PP&E balances (e.g., balance reassertions)
