GOVERNMENT CONTRACTS MANAGER

SUMMARY

Provide day-to-day consultation and support to the program management team, operations, and leadership regarding cradle-to-grave management and administration of Government services contracts within Federal and civilian agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Implements processes, policies, and procedures to address challenges presented by contract administration.
  • Serves as the primary interface between the organization and government/prime contractor’s contracting officer.
  • Maintains a complex portfolio of varying contract types and values including international subcontracts, large dollar value projects, and nonstandard contracts for multiple LLCs.
  • Responsible for ensuring compliance with mandatory flow-down clauses applicable to agreements in accordance with the Federal Acquisition Regulation (FAR) and other agencies supplements.
  • Confident in a fast-paced environment with competing priorities, and able to multi-task and manage expectations.
  • Prepares, reviews, and/or negotiates contracts/subcontracts of varying types (FFP, T&M, IDIQ, CPFF, performance based, etc.), teaming, consulting, and non-disclosure agreements, memorandum of understanding, and other contract related documents.
  • Supports the contract proposal review and drafting process.
  • Leads the contract setup process at the time of contract award.
  • Coordinates review by all parties and obtains signatures in accordance with company signature authority.
  • Coordinates review and preparation with outside legal counsel when necessary.
  • Maintains original contracts and modifications; integrates modifications into a working copy.
  • Ensures contract and modification data is entered into a contract tracking system.
  • Prepares and maintains standard form contracts for recurring business needs.
  • Assists with the issuance of request for quotes (RFQs) to subcontractors and coordinates timely submission of subcontractor data.
  • Ensures compliance with customer, contractor and corporate obligations.
  • Identifies changes and develops appropriate requests for equitable adjustments.
  • Interprets contractual, Federal Acquisition Regulation & Defense Federal Acquisition Regulation (FAR/DFAR) supplement and/or unique procurement regulations.
  • Supports customers in the development of solutions to issues that are consistent with business objectives.
  • Establishes and maintains excellent customer relations.
  • Prepares formal contracting officer communications.
  • Prepares and monitors annual departmental budget; prepares annual employee evaluations, provides training, coaching and development of employees, develops annual department goals and objectives.
  • Identifies process efficiencies and implements changes to ensure organization is learning and expanding.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY

Supervise/manage a department and have authority over hiring/firing/performance decisions.

EDUCATION AND EXPERIENCE

Bachelor’s Degree in a business-related field and 10 years of experience in commercial, government, and/or international contract administration or an equivalent combination of education and experience. Extensive experience with FAR/DFAR, fixed price, time & material, cost plus fixed fee, and indefinite delivery/indefinite quantity contracts requirements and government support services contracts required. Juris Doctorate Degree may be considered in lieu of some drafting and/or management experience.

  • Advanced knowledge of Microsoft Office products.
  • Advanced knowledge of the cradle-to-grave government contracting process.
  • Advanced writing, communication, organizational, and analytical skills.
  • Advanced problem-solving and creativity skills.
  • Advanced negotiation and diplomacy skills are critical in dealing with external contacts.
  • Working knowledge of the Federal Acquisition Regulation (FAR) and associated agency specific clauses as applicable to the contracts being administered
  • Excellent interpersonal skills and self-motivation.
  • Ability to work on multiple projects concurrently and prioritize assignments.
  • Ability to maintain the highest level of professionalism, confidence, and integrity while directly dealing with internal and external customers.
  • Ability to accept and adapt to change.
  • Ability to meet the expectations and requirements of internal and external customers.
  • Ability to work independently.
  • Must be a U.S. person as defined by the International Traffic in Arms Regulations (ITAR).
  • The ability to successfully pass a drug screen and federal background check is mandatory
  • Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.

WORK ENVIRONMENT

Work is primarily performed in a climate-controlled office setting.

Estimated Starting Salary Range: $90,000 - $156,000 annually.

Cherokee Nation Businesses offers discretionary annual incentive pay based upon performance that is commensurate with the level of the position.
