Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. This position is hybrid, onsite, with providers and remote.

Under the direction of the Associate Director of Unit Acquisitions (UA)/Housing Navigation (HN), this staff member will oversee the development, design, and implementation of Housing Navigation (HN). This position will be responsible for managing and supervising a unit of Housing Navigation Coordinators. This position will assist on Road Map, Interim Housing to Permanent Housing initiatives and other initiatives where Housing Navigation is critical. The Manager may be asked to support unit acquisition efforts in expanding system availability. This position will supervise the Housing Navigation team’s work, develop and update Scope of Required Services (SRS)/Scope of Work (SOW) and Key Performance Indicators (KPIs) for HN Systems in coordination with various component departments. This Manager and their Component Coordinators will work in partnership with funders, elected offices, community partners, stakeholders, etc., to oversee all facets of program development, program design, and implementation within the Los Angeles County homeless service delivery system. The Housing Navigation Manager will work to ensure accessibility of, access to, quality of services, and performance outcomes to support people experiencing homelessness. This position is responsible for implementation of slots management of housing navigation component, monitoring and compliance of the HN slot utilization and budgets analysis.


Essential Job Functions

  • Manage program supervisors and coordinator staff weekly; schedules and directs work; performs orientation, training, and quality assurance activities regarding staff performance; recommends personnel actions such as selection and evaluation.
  • Develops working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of TLS programs.
  • Lead and enhance a slot-based management system.
  • Monitor and evaluate the housing navigation enrollments, connections to TLS.
  • Lead and manage system implementation meetings, SPA wide meetings, represent PH department at other meetings.
  • Coordinate with Unit Acquisition team on housing fairs.
  • Leads in the design of programming, through needs assessments and research; consultation and involvement of community members and stakeholders; development of Request for Proposals (RFP); the evaluation of proposals submitted for funding; selection of subrecipient contractors to deliver services; and analyzing requests for increased funds from a programmatic view.
  • Drives the development of practice standards, program guides, Statements of Work, and Scopes of Required Services, ensuring evidence-based practices are incorporated into all aspects of HN programming.
  • Onboarding of subrecipient contractors to provide a deeper understanding of each project’s essential core components and any funding regulations.
  • Trains (and/or coordinates and facilitates trainings) to support subrecipient contractors in post-award activities, such as: agency onboarding, new program kick-off, agency staff support, etc.
  • Provides support and reports to LAHSA’s governing bodies and performs other projects as needed.
  • Enhances a systemwide slot-based management support.
  • Develop best practices for permanent housing approaches for Interim Housing to Permanent Housing as pertains to the Housing Navigation scope.
  • All other duties as assigned.

Knowledge, Skills & Abilities

  • Familiarity with LAHSA funded programs, including best practices in homeless services program provision including Harm Reduction, Housing First, and Trauma-Informed Care.
  • Familiarity with the Coordinated Entry System strongly preferred.
  • Familiarity with Adult, Youth and Family Referral systems.
  • Ability to establish strength based and positive relationships to work cooperatively with individuals, groups and organizations that are diverse in mission, composition, function, capacity, and geographic location.
  • Experience with project management, program development, program implementation, program management, etc. as required.
  • Demonstrated experience gathering, aggregating, analyzing, and presenting data required. Familiarity with Clarity HMIS and program data requirements preferred.
  • Self-motivated to produce quality results, learn concepts and develop skills necessary to work towards a goal. Ability to learn and adapt to change, and ability to think critically and strategically required.
  • Strong written communication, verbal communication, and presentation skills.
  • Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi?disciplinary team environment.

  • The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.

LAHSA offers this voluntary comprehensive vision plan to all full-time employees through ADP TotalSource. It includes yearly comprehensive exams, lenses, frames and contact lenses. All premiums are pre-taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.

AFLAC Supplemental Insurance
LAHSA offers this voluntary supplemental insurance to all full-time employees. Plan options include personal accident, personal cancer indemnity, personal short-term disability, and personal life insurance plans. Most premiums are pre taxed and paid 100% by the employee through automatic bi-monthly payroll deductions.

ADP Flexible Spending Accounts
LAHSA offers employees this voluntary flexible spending account plan through ADP TotalSource. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.

Life Insurance
LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Voluntary Group Life Insurance
LAHSA offers employees this voluntary group life insurance through Lincoln Financial. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.

Long Term Disability
LAHSA pays 100% of the premium for long term disability coverage through ADP.

Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year
Maximum accrual of vacation leave is 200 hours.

Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
