The U.S. Department of State’s Foreign Service Institute (FSI) is the United States government’s (USG) premier foreign affairs training provider and primary source of professional development for America’s diplomats as well as U.S. Government foreign affairs professionals for 50 agencies.

Duties
Defines complex project requirements to manage special events, mission-critical classroom infrastructure requirements, and other IT infrastructure projects which provide instructional content to classrooms.
Performs strategic budgeting, planning, execution, scheduling, and quality management functions to support project-related procurement activities for innovative technology enhancements.
Gathers information to create and update cost estimates, justifications, and other supporting documentation and works with existing contractors or finds suitable contracting vehicles to order
Participates in developing, executing, and monitoring plans, priorities, goals, and objectives for the division, and prepares reports and briefings for senior FSI and Department management.
Purchases or contracts for IT services, equipment, products, supplies, property, or other items and knowledge of contracting procedures and legal requirements to develop contract and technical specifications for specific audiovisual services.

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions.

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience applying the interrelationships of multiple Audio-visual (A) and IT specialties; AV architecture; new AV developments and applications; systems development principles and approaches; information systems security principles and concepts.
Experience in AV systems including pertinent characteristics of system software, A/V systems, and computer equipment requirements.
Experience planning, leading, executing, and sustaining AV projects; reviews and approves technical requirements for projects; provides technical guidance to team members; and serves as primary liaison between customers, vendors, and AV and IT management throughout the implementation process.
Experience providing technology advice and guidance to video production staff who professionally record live productions from the studio, an auditorium, or other locations.
Experience with event planning, including audio and video recording for events.
Experience working with organizational groups who provide services on which projects/events depend (e.g. electrical provision, wiring/cabling provision, specialized furniture and/or wall mounting of AV equipment).

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.
