New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About The Work Unit
The Division of Maintenance & Operations (DMO), Maintenance Training Academy is responsible for the education and training of 1,800 full-time maintenance employees working both in the Division of Maintenance & Operations and in the 13 Highway Maintenance and Traffic Sections of CDOT.

About the Position
The Training Program Manager will serve as the Technical Training and Development Manager for all technical and leadership training through the Division of Maintenance & Operations. This position is responsible for assessing and identifying the technical training and development needs at all levels of the organization with particular focus at the managerial level for the effective coordination of technical training and development programs.

This position will actively research, design, and implement methods for enhancing employee performance and recognizing outstanding performance by leveraging individuals at the LTC Ops and TM III positions in empowering them to deliver content to their direct reports through Train the Trainer coursework and design workshops that focus on developing them into effective subject matter experts. This role will manage the design and development of training programs across the State of Colorado that includes, but is not limited to:


  • Maintenance & Operations Training Academy Programs
  • Equipment Training & Certification Program
  • Local Technical Assistance Program (LTAP)
  • National Highway Institute – Maintenance Leadership Academy
Major Duties and Responsibilities
  • Supervises and develops performance plans for one Training Specialist V position, and provide supervisory and performance management support for the larger Training Services Team, under the direct supervision of the Training Specialist V, to include 3 Training Specialist IV’s, and one Training Specialist III;
  • Assigns work based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees;
  • Evaluates work performance;
  • Provides leadership advice, counsel, or instruction to employees on both work and administrative matters;
  • Documents performance related goals and achievements. Reviews and approves employee timesheets and leave requests;
  • Oversees CDOT employees attending the training academy;
  • Manages individual program budgets, approves purchases, initiates and manages contracts, manages facilities (classroom/office and off-site locations), procures needed training equipment as well as facility improvements to ensure participant’s safety & comfort;
  • Supervises employee registration processes, manages classroom operations, manages vendor relations as related to training products and/or delivery, evaluates operational effectiveness, and partners with management from other agencies at Camp George West (i.e., State Patrol Academy, Colorado Correctional Center) to address mutual program area needs;
  • Develops unit work plans and strategic plans supporting the goals of CDOT and the 8 Maintenance Sections;
  • Develops and manages programs and organizational interventions for Senior Maintenance Managers. Manages contracts (e.g., contract trainers, Colorado State Patrol Training Academy, hotels). Develops and manages the design of training courses to meet course employee competencies and program objectives;
  • Works with leaders in finance and budgeting to determine the best division of available budgetary resources across all program areas;
  • Oversees leadership for the Maintenance & Operations Training Services Curriculum Committee to plan, design and update annual training program curricula;
  • Conducts training needs assessments to determine need, designs course;
  • Provides consultation to course developers so as to ensure effective course design;
  • Provides instructor training and coordination, and assesses effectiveness of educational programs;
  • Partners with constituents both within CDOT and external to the organization to utilize their expertise in providing training needs and employee development opportunities;
  • Serves as Project Manager for the operation of the Colorado LTAP Program which provides training content and services to local agencies across the state;
  • Collaborates with individuals, departments, and outside agencies to plan the best course of action for its training programs, with a focus on developing a 21st Century workforce;
  • Other duties as assigned.
Work Environment:
  • Work hours are primarily from 8:00 a.m. to 5:00 p.m. Monday through Friday
  • Travel required during work hours for meetings and trainings
  • Occasional overnight travel throughout Colorado and out of state
  • Required to operate CDOT vehicles

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

  • A Bachelor's degree in Human Resources, Management, Organizational Development, Industrial/Organizational Psychology, Leadership, Curriculum and Instruction, or a closely related degree;
AND
  • At least five years of full-time professional work experience in the development and delivery of adult training courses and/or the management of an adult training program. This experience must include:
    • Instructional development and delivery, including class room delivery, across a broad scope of employee development content/issue areas with adult audiences;
    • Developing instructor guides, facilitator guides, and curriculum;
    • Conducting work-team learning and development sessions; and
    • Conducting training need assessments.
Substitutions
  • A combination of work experience that provided the same kind, amount and level of knowledge acquired in the required education may be substitutes on a year-for-year basis for the bachelor's degree but not for the specific experience.
  • A Master's or Doctorate degree in one of the fields of study listed above may be substitutes for the bachelor's degree and one year of experience.

  • Skill in working and communicating effectively with others while accomplishing multiple tasks in a matrix organization;
  • Ability to build effective relationships under diverse and complex circumstances;
