The 2023 Irving ISD Bond Referendum funds this position and is for the direct support of the associated $701 million construction projects. The term of employment is directly tied to the duration of the bond program and associated projects, as well as the continued need for project oversight and management in support of the projects. The 2023 Bond Election is scheduled for May 6, 2023, with work projections through Summer 2027.

PRIMARY PURPOSE:
Provide management and field oversight for construction projects, renovations of existing facilities, and additions to existing buildings. Serve as a resource and liaison between the Owner, Architect, Contractor, Consultants, and Sub-Contractors on multiple construction projects simultaneously. Provide construction quality control on behalf of the District by inspecting the construction installation and monitoring the construction schedule versus actual progress. Review and process all project documentation. Ensure all necessary permits are obtained. Verify that work completed complies with District standards, building codes, and Local, State, and Federal laws and that all work supports the district's mission.

MINIMUM QUALIFICATIONS:

Minimum Education/Certification:
  • Bachelor’s degree from an accredited college or university with major coursework in Construction, Engineering, Architecture, or a related field.
Special Knowledge/Skills:
  • Ability to plan and oversee construction and renovation projects from initiation to completion.
  • Knowledge of architectural, engineering, and construction principles, practices, procedures, and applicable federal, state, and local building and zoning codes.
  • Extensive knowledge and experience in institutional mechanical, electrical, electronic, plumbing, and other special building systems.
  • Ability to monitor the planning and management of Construction and Renovation projects.
  • Working knowledge of the Texas Educational Agency school facility standards
  • Ability to read and interpret construction drawings and specifications, including civil, architectural, and mechanical/electrical plumbing.

Minimum Experience :
  • Three (3) years of progressive professional experience in managing and administrating construction and renovation projects, including school facilities, school design & construction.

MAJOR AND BASIC RESPONSIBILITIES AND JOB DUTIES:
  • Review construction documents, design and construction work and inspections coordination, and construction-related problem resolution.
  • Serves as project coordinator/liaison to represent the District with architects, engineers, technical consultants, inspectors, and contractor representatives involved construction and renovation of facilities.
  • Coordinate and Collaborate with Architects and other design professionals, contractors, subcontractors, and project coordinators to ensure conformity with district program requirements, time schedules, budget limitations, construction codes, and district standards.
  • Review shop drawings and submittals for conformance to District standards and construction documents.
  • Interface with district and school administration, staff, teachers, and communities within the area of responsibility to ensure coordination of activities.
  • Coordinate City, County, and State construction requirements for projects. Consult with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating construction projects. Coordinate with utility providers and notify them of any project requirements.
  • Coordinate and Collaborate with Architects and other design professionals to obtain Specifications and Project Manuals for preparing bids and proposals for construction projects.
  • Visit assigned job sites on a Daily and consistent basis and Conduct on-site inspection of construction projects in progress to ensure conformance with construction documents, programs, and needs. Oversee construction and renovation projects and report on quality and schedule.
  • Monitor the overall quality of work in accordance with contract documents to minimize punch lists and improve the final product.
  • Monitor construction costs, schedules, and changes in the scope of work on assigned projects.
  • Review and make recommendations on applications for payment related to construction projects.
  • Coordinate purchase and installation of furniture, fixtures, and equipment.
  • Attend project meetings and other critical activities at the site, including pre-bid meetings, pre-construction meetings, progress meetings, sub-contractor coordination meetings, and other critical construction events.
  • Assist in the preparation of observation reports and monthly work-in-progress summaries. Provide written and photographic documentation of significant project events and issues.
  • Monitor construction costs, schedules, and changes in the scope of work on assigned projects.
  • Assist design consultants and contractors in establishing substantial completion.
  • Walk the punch list with the design professional and contractor. Schedule, coordinate, attend, and participate in project punch walks, owner training, and cover-up inspections.
  • Expedite documentation and completion of punch list items. Coordinate project closeout documentation and financial closeout documentation and approvals to the district.
  • Coordinate occupancy: Assist in the transition of ownership and move-in from contractor to IISD, including building insurance; utility payments; activating security systems; distribution of keys; furniture, fixture, and equipment (FF&E) delivery and set up; and occupancy.
  • Review Operations and Maintenance manuals and closeout documents to verify that they meet specified requirements.
  • Verify that all warranties have been received and are properly executed by the District. Supervise the completion of work orders during project warranty periods.
  • Monitor the completion of all punch lists, Texas Department of Licensing and Regulation, warranty, and latent defects.
  • Track and maintain warranty repairs and documents. Record and report all warranty items and make final warranty checks in conjunction with Facility Services before the end of warranty periods. Perform quarterly site visits for the first year and final one-year walk-through.
  • Supervise the completion of work orders during project warranty periods.

  • Possession of the physical attributes required to carry out essential functions, including bending, carrying plans, specifications, project files, and product samples, stretching, walking for extended periods of time, stepping over construction obstacles, climbing stairs and ladders, standing, and operating automotive equipment.
  • Some of the work involves only exposure to normal/everyday risks. Daily activities involve observing and monitoring construction projects and access to “hard-hat” areas in all weather conditions. Also involves exposure to potential hazards at such sites including exposure to dust, fumes, and chemicals that are used on construction projects.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
