SUMMARY

The Project Manager will perform a broad range technical review and advisory/assistance for the Air Force Civil Engineering Center (AFCEC) at Joint Base San Antonio (JBSA design and construction projects across the Air Force.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Provides responsive, flexible full-spectrum installation engineering services
  • Performs broad range technical reviews and advisory/assistance for AFCEC design and construction projects across the Air Force
  • Performs project status updates, assessments, evaluations, analysis, reports, presentations, management-level project cost and schedules reviews, and other products for use in support of assigned MILCON projects
  • Prepares and review statements of work, cost estimates, submittals, and request for information
  • Participates participate in virtual and on-site design, contract acquisition and construction meetings, and site inspections as required
  • Provides recommendations to client related to funding/contract burn/etc.
  • Provides contract details for data calls and client meetings
  • Evaluates and/or monitors project/program performance and advise government personnel of the necessity for amendments or extensions of contracts and compliance with contractual obligations
  • Assists with monthly tracking of Contractor funding, expenditures, balances, and overall funding status along with projecting burn rates through appropriate periods of performance
  • Assists in the development of Upward Obligation Adjustment (UOA) packages; assess compliance with programming approval documents and applicable program approval thresholds
  • Tracks Request For Funds (RFFs) through issuance of Authority to Award memo, track Purchase Requests through certification, and track UOA submissions through final approval
  • Understands, articulates, and implements best practices related to government construction management, budget and acquisitions
  • Performs other job-related duties as assigned
  • Loads and maintain project life-cycle data within NexGen IT
  • Other duties as assigned

SUPERVISORY/MANAGEMENT AUTHORITY

  • No supervisory or managerial authority.

EDUCATION AND EXPERIENCE

  • Bachelors Degree in Engineering, Architecture, or Construction Management from an ABET-accredited university, any MA/MS from an ABET-accredited university is highly desired
  • 5 years of experience within the last 10 years with Air Force or Department of Defense (DoD) facility and infrastructure military construction project management

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of DoD design and construction policies and standards
  • Working knowledge of Air Force Civil Engineer (AFCEC) policies, processes, and procedures for military Design and Construction Management (DM/CM) at project level
  • Working knowledge of U.S. Army Corps of Engineers (USACE) and Naval Facilities Command (NAVFAC) policies, processes, and procedures as military Design and Construction Agent (DA/CA) at project level
  • Excellent written, presentation, and verbal communication skills.
  • Ability to use MS Word, MS Excel, and Specs Intact
  • Ability to closely coordinate contract administration with internal and external stakeholders
  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance
  • Ability to impute data and producing reports from ACES-PM and NexGen IT (Tririga)
  • Knowledge of FMSuite and Defense Enterprise Accounting Management System (DEAMS)
  • Must be able to provide proof of US Citizenship.
  • Must reside in the local San Antonio, Texas area
  • Must be able to obtain and maintain a Public Trust Clearance.
  • Must be able to travel up to 25% of the time CONUS
  • Must be able to pass a drug screen and background investigation

WORK ENVIRONMENT

  • Work is a combination of telework and in a secured federal office setting. Candidate must reside in the local San Antonio, Texas area
