Paygrade 10 / Non Exempt
$18.04hr./$37,523.20

MAJOR FUNCTIONS

Receives and receipts payments made to the Building Division. Receives, verifies, and researches data to ensure the accuracy of payments made to the Building Division in accordance with the Building Division and county regulations and procedures. Processes, researches and responds to permit history requests. Runs and reconciles daily cash, check, credit card and escrow/trust reports as needed in absence of Office Manager. Reviews and processes requests for refunds in accordance with set office and county procedures. Prepares Journal Vouchers and other accounting forms and documents necessary for proper reporting and forwarding of financial data.

ILLUSTRATIVE DUTIES

Will include many if not all the following:

  • Reports for work on time and completes regularly scheduled shifts.
  • Verifies numbers, prices, extensions, account numbers and other related account identifiers to calculate and receive correct payments.
  • Collects and processes funds from customers for purposes of paying permitting fees and/or deposits into escrow/trust accounts.
  • Enters payment information accurately into permitting and payment systems, prints permit cards, and receipts for customer use.
  • Ensures permits are issued after payments received using established office procedures.
  • Disseminates permitting documents after issuing permits for field and record management purposes.
  • Sets up trust accounts for customers and research related inquiries as needed.
  • Prepares refund request check vouchers and includes appropriate documentation.
  • Produces and reconciles daily cash, check, credit card and escrow/trust account reports as needed in absence of Office Manager
  • Completes required account string reports and submits to Clerks Office
  • Balances cash drawer at start and end of day and produces daily cash reports incorporating transactions from satellite offices as needed.
  • Reviews and processes requests for refunds in accordance with established office and county procedures
  • Researches and responds to disputes concerning the return of checks and credit card payments.
  • Notifies customers of return of checks and credit card payments

ILLUSTRATIVE DUTIES (continued)

  • Places appropriate holds on permits with returned check or credit card payment until resolved.
  • Prepares accounting forms and documents necessary for the proper reporting and forwarding of financial data as needed.
  • Prepares weekly and monthly reports of receipts and vouchers (school, transportation, etc.) for auditing purposes.
  • Prepares journal vouchers and other accounting forms and documents necessary for proper reporting and forwarding of financial data.
  • Performs related duties as required.

KNOWLEDGE, ABILITIES, AND SKILLS

  • Knowledge of record keeping methods, practices and procedures used by the Building Division
  • Knowledge of permitting and inspection process to be able to appropriately advise customers.
  • Knowledge of office practices, procedures, and equipment
  • Knowledge of or ability to learn specialized software related to electronic permitting and plans review.
  • Ability to work with accuracy and attention to detail.
  • Ability to maintain accounting records and prepare reports.
  • Knowledge of business English, punctuation, and spelling
  • Ability to perform basic mathematical tasks including calculation of fees.
  • Ability to communicate effectively both verbally and in writing with external and internal customers.
  • Ability to understand and follow written and oral instructions.
  • Ability to recognize basic components of building plans, site plans, aerial photographs, and future land use maps.
  • Ability to train others to serve as back up cashier.
  • Ability to perform in stressful situations and multitask in a busy office environment.
  • Ability to learn assigned tasks and adhere to prescribed practices.
  • Ability to use office equipment such as multiline phone systems, personal computers, facsimile machines, calculators, copiers, scanners, and plotters.
  • Ability to use basic computer software, such as word processing and spreadsheets.

  • Ability to see, write, and perform data entry keying efforts.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of four (4) years clerical office experience which includes (2) years of fiscal, bookkeeping or cashier experience.
  • Must be able to utilize all features afforded by spreadsheet, word processing and other required software and personal computers utilized by the assigned work unit.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications except for education requirements.
