Duties

This position is located at the Arizona Army National Guard in Phoenix, AZ. This position serves as the Brigade (BDE) Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, Under the supervision of the Sexual Assault Prevention and Response Officer (State SAPR).

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration (cont.)
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • The SAPR Professional is required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk.
  • The employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
  • Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
  • Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
  • Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
  • Prescreening requirements must be met prior to ordering a minimum Tier 3 background investigation as defined in the federal investigative standards implementation plan.

Qualifications

SPECIALIZED EXPERIENCE: Must have at least 4 years specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

2. Knowledge of state sexual assault program administration, policies and practices in order to provide technical assistance to answer questions, solve problems, and explain issues.

3. Knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases.

4. Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates.

5. Knowledge of the National Guard organizational structure to include, functional assignments to subordinate organizations, nature of their missions, and work force composition.

6. Skilled communicator, must have expert speaking and writing skills to perform effective presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.
