The Los Angeles County Department of Mental Health (DMH) is seeking a Staff Analyst to join the Housing and Job Development Division’s Interim Housing Program (IHP) unit to ensure DMH clients that are experiencing homelessness in the Skid Row area of Los Angeles have access to interim housing and that the DMH IHP providers in Skid Row are providing the services for which they are contracted to provide.

ESSENTIAL FUNCTIONS

The essential functions of this position include but are not limited:

  • Collaborate with Department of Health Services Housing For Health and the Los Angeles Homeless Services Authority daily to analyze and triage interim housing referrals to identify which funder’s interim housing program is most appropriate to meet the interim housing needs of individuals that are homeless in Skid Row.
  • Oversight of the referral and access system, interim housing location and placement of clients experiencing homelessness in Skid Row. This includes tracking the daily vacancies of the DMH contracted IHP providers located in Skid Row, assessing the prioritization of the clients for vacant IHP beds, and maintaining the wait list.
  • Triage individuals in IHP sites in Skid Row to link them to permanent housing resources by collaborating with the IHP, mental health service provider and the Coordinated Entry System matchers.
  • Conduct contract monitoring activities to ensure the IHP providers in Skid Row are in compliance with the Agreement for Interim Housing Services. This includes conducting site visits, writing reports, ensuring any corrective actions plans required from an IHP provider are implemented, providing technical assistance, grievance investigation and response, training and working with IHP providers to ensure seamless and integrated systems of care.
  • Interpret data, analyze results, and provide reports. Make recommendations for the effective use of IHP resources and improvement of IHP services and outcomes for clients experiencing homelessness is Skid Row.
  • Serve as the liaison to DMH’s IHP providers in Skid Row. This includes participating in case consultations with the IHP and the client’s mental health provider to address client issues, reviewing IHP providers’ incident reports, requests to exit a client and outcome reports.

NON-ESSENTIAL FUNCTIONS

  • Participation in staff meetings and additional meetings as assigned.

JOB QUALIFICATIONS

  • Two (2) years’ familiarity with community mental health, health services or public health, including individuals that are homeless.

Education/Experience

A Bachelor's degree from an accredited college or university in behavioral or social sciences or related field, Public Health, Public Administration, or Healthcare Administration.

OR

Two (2) years of experience in analyzing and making recommendations for the solution of problems in a program that provides housing and support services to individuals that are homeless or are at risk for homelessness; or making recommendations for the design and/or implementation of programs to address homelessness.

Certificates/Licenses/Clearances

  • A valid California Class C Driver License.
  • Successful clearance through Los Angeles County’s Live Scan process.
