About the Position

The Illinois Department of Insurance is seeking to hire an Actuary I with experience performing actuarial analyses of data, documenting work performed and results of the review, including recommendations. The incumbent of this position will evaluate and prepare written and oral reports on studies of the loss reserves of insurance entities to determine if reserves are adequate and reserve computing methods are within accepted actuarial standards. This position analyzes dividend proposals and presents results of review and effects of such proposals. This position performs statistical analyses of data and prepares formal report documenting the analysis along with conclusions. This position confers with company officials, other state Insurance Department personnel, and consultants when exploring issues at hand and unusual problems that emerge. Job Responsibilities

1. Evaluates and prepares written and oral reports on studies of the loss reserves of insurance entities to determine if reserves are adequate and reserve computing methods are within accepted actuarial standards:
  • creates and utilizes computerized programs and utilizes National Association of Insurance Commissioners’ programs and data sources to perform loss development tests,
  • refers company to supervisor for further investigation if loss reserves appear inadequate,
  • interfaces with the Corporate Regulation Section and the Financial Analysis Unit on such investigations and submits formal written report of findings.
2. Analyzes all dividend proposals and presents arguments on whether or not to accept the proposal:
  • monitors the Annual Statement sections pertaining to risk-based capital, tabular discounting and anticipated salvage and subrogation.
3. Reviews and prepares written and oral reports on financial reports and projections filed in conjunction with requests for admission, merger and acquisition and advises Corporate Regulation Section staff of effect of such transactions on actuarial soundness of involved entities:
  • reviews reinsurance contracts including quantification of risk transfer and makes recommendations for approval or disapproval,
  • conducts in-depth review of actuarial opinions submitted with financial statements for both domestic and foreign insurance entities,
  • interacts with the Financial Regulation Section in the review of annual and quarterly financial reports filed by regulated entities,
  • provides technical actuarial input and expertise to the Regulatory Action Section in their efforts to monitor and rehabilitate troubled insurance companies.
4. Creates and maintains a medical malpractice closed claims data base of loss information including amount of settlement, severity of injury and type of loss and prepares a report to the Governor every five years as required by statutes:
  • manipulates and analyzes collected information to evaluate rate filings,
  • monitors the payment base for the Industrial Commission’s Rate Adjustment Fund and Second Injury Fund to ensure fee levels are appropriate,
  • monitors statistics relating to uninsured auto insurance for use in preparation of reports to the Secretary of State’s Office regarding the effectiveness of mandatory insurance requirement.
5. Reviews workers’ compensation, medical malpractice and residual market rate filings to determine compliance with actuarial standards:
  • participates in rate hearings and develops questions and background information to assist in the Department’s presentation of testimony at such hearings,
  • travels to attend hearings and meetings.
6. Determines procedure for researching cash flow analysis and asset-liability matching:
  • provides input into regulation and into the formula used to evaluate various insurance products,
  • reviews the formula used to compute Fire Marshall Taxes to determine actuarial soundness of such calculation.
7. Confers with company officials, other state Insurance Department personnel, and consultants when exploring issues at hand and unusual problems that emerge:
  • assists the Property and Casualty Actuary on technical projects resulting from involvement with the National Association of Insurance Comiissioners,
  • travels to attend national and working group meetings.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years college with courses in higher mathematics, such as calculus, probability and statistics, for example a major in Mathematics or Actuarial Science.
2. Requires two years professional actuarial experience with property and/or casualty insurance companies or in analysis of property and/or casualty insurance company operations.


Preferred Qualifications

1. Prefers at least two (2) years of experience performing responsible and technical actuarial research and/or work regarding reserve adequacy and actuarial soundness or property and casualty insurance entities, including conducting in depth reviews of Statements of Actuarial Opinion.
2. Prefers at least two (2) years of experience gaining extensive knowledge of actuarial principles and higher mathematics, particularly as related to actuarial problems of property and casualty insurance company operations.
3. Prefers at least two (2) years of experience gaining extensive knowledge of accounting principles and practices as related to insurance company operations.
4. Prefers at least two (2) years of experience gaining extensive knowledge of insurance laws and regulations related to the regulation of property and casualty insurance entities.
5. Prefers extensive knowledge and experience performing actuarial and/or statistical analysis utilizing data analysis software.
6. Prefers ability, at an intermediate level, to evaluate, edit, prepare, and present comprehensive oral and written reports with clarity and precision.
7. Prefers at least two (2) years demonstrating ability to maintain satisfactory working relationships with other employees, state agencies, insurance company representatives and the general public.
8. Preferably requires the equivalent to the certificate received for completion of Parts 1 and 2 and any other parts of the examinations given by the Society of Actuaries and/or the Casualty Actuarial Society.
