Position Summary

Repair and maintain the City's aquatics facilities, equipment, and grounds in a competent manner to ensure safe, clean and efficient operations. Perform a broad range of technical, routine and non-routine maintenance and repair. These tasks are illustrative only and may include other related duties.

Osborn Aquatic Center is equipped with four pools, including an Olympic size 50-meter pool, a warm water teaching pool, a waterpark leisure pool, and a 25-meter lap pool.

Essential Functions

Maintains flow rates and chemical water balance, as required by the Oregon Health Authority, Centers for Disease Control and Prevention (CDC), City and County codes, at City aquatic facilities including Osborn Aquatic Center, Otter Beach and the Riverfront Fountain.

Develops, schedules and performs preventative, corrective and major maintenance, repair and inspections of pools, equipment and buildings to ensure safety and preservation of capital assets. Works collaboratively with the Benton County Health Inspectors Office and other government and regulatory offices to maintain facility safety for co-workers and pool users.

Performs, assigns and monitors duties including water testing, general cleaning, opening/closing of aquatic facilities, equipment setup, operations and cleanup of rentals, programs and special events. Maintains efficient operations of the Energy Management Control Systems.

Facilitates and coordinates the casual employee recruitment process, including position announcements, testing materials, interviews, checking references and making hiring recommendations.Ensures adequate staffing. Provides leadership and direction for casual employees and volunteers. Provides input concerning performance evaluations. Provides in-service training related to facility maintenance and cleaning to employees and volunteers.

Assists in the preparation and administration of the annual budget in area of responsibility. Monitors budget to control expenditures and support operations. Seeks revenue generation and fundraising opportunities.

Participates in planning, selection and purchasing of maintenance supplies, materials, and program equipment. Solicits quotes and competitive bids from suppliers and contractors for supplies and services. Monitors and maintains inventory.

Maintains computerized and hard copy operating records of daily inspections, water quality, filtration service, water changes, etc. in compliance with all applicable regulations. Provides technical support for facility seven-year maintenance plan.

Actively participates in safety and risk mitigation programs and reviews accident and incident reports.

Prepares specifications for contracted routine maintenance activities, including requests for proposals, contracts and other documents related to services provided and provides technical support to supervisor and department head for major project proposals and contracts.

Responds to emergency calls for maintenance and repair on equipment and building systems including after-hours and weekend response.

Provides backup for Aquatics Support Specialist and Aquatics Program Coordinator. Performs as a backup lifeguard, instructor and staffs main office as needed.

Conducts project coordination for Capital Improvement and other Special Projects for the facility.

Qualifications and Skills

Education and Experience
High School diploma or equivalent required. Two years of related college course work or completion of INRPA Resource Management School (or NRPA Maintenance Management School) preferred.

Two years of experience performing comprehensive building and mechanical operations, maintenance and repairs, which includes operating and maintaining commercial swimming pools.

Knowledge, Skills and Abilities
Thorough knowledge of safe aquatic practices and ability to recognize potentially hazardous situations and/or practices.

Thorough knowledge of Public Health Division Oregon Administrative Rules for Public Swimming Pools and City Codes and Safety Regulations.

Knowledge of carpentry, plumbing, electrical applications, mechanical, HVAC, building systems, landscaping and recreation facility management.

Ability to write and interpret contracts, City Codes, facility regulations and construction plans and to communicate this information to contractors and the public.

Ability to make decisions in difficult situations, often under pressure. Capable of routine decision making regarding assessment of immediate situations, available options and selection of appropriate methods and procedures, material availability and ordering, equipment utilization and response to customer issues in the field.

Effective communication, analytical, customer service and interpersonal skills.Ability to communicate effectively, orally and in writing, to a variety of audiences, ages and skills level and to give and understand instructions.

Ability to independently plan, organize and complete work assignments.

Ability to effectively plan, lead and direct the work of casual employees, contractors and volunteers.

Ability to read and understand construction documents and plans.

Knowledge of work related safety regulations and practices including hazardous materials and working at extreme heights. Ability to enforce safety regulations.

Ability to use a computer and specialty software to perform essential functions of the position.

Ability to travel among City worksites, off-site meetings and supply vendors.

Ability to perform in emergency situations and in a challenging environment.

Special Requirements
Current Certified Pool Operator or Aquatic Facility Operator must be obtained within the probationary period.

Current Certified Pool Operator Instructor or Aquatic Facility Operator Instructor certification preferred.

Lifeguarding, First Aid, CPR/AED for the Professional Rescuer and Healthcare Provider certifications must be obtained within the probationary period.

Confined space and mechanical lift training within probationary period.

Limited Maintenance Industrial Electrical License preferred.

SCUBA Certification preferred.

This position has frequent schedule changes that include weekends, early mornings, late evenings and holiday shifts. Ability to respond within 30 minutes to the Osborn Aquatic Center for after hours and/or emergency call-outs.

Possession or ability to obtain and maintain a valid Oregon Driver's License.
