The California Air Resources Board (CARB) Human Resources Branch (HRB), is searching for an experienced and professional HR Associate Personnel Analyst (APA) in CARB's Performance Management Unit (PMU). PMU, in compliance with civil servcies laws, rules, and policies, is responsible for all performance management and progressive discipline functions for both CARB and the California Environmental Protection Agency (CalEPA).
Under the general direction of the Staff Services Manager I, the Performance Management Unit (PMU) APA performs the more complex analytical staff work as it relates to the Performance Management functions of the department. With a high degree of initiative and independence, provides consultative services and guidance to CARB/CalEPA managers and supervisors concerning employee performance and conduct issues and in line with the civil service progressive discipline process (preventative, corrective, and formal adverse action phases). In addition, the PMU APA provides expertise and advises efforts to prevent, identify, and correct performance and/or conduct issues before punitive action becomes necessary. The PMU APA independently develops and maintains up-to-date performance management tools, reference materials, and resources for CARB and CalEPA. The successful candidate will play an intrical role in the development and delivery of training and resources to CARB/CalEPA managers and supervisors regarding a myriad of performance management subjects.
