Summary

Manages the activities of the Criminal Court Administration office and the Attorney Appointment Office.

Organizes and coordinates the functions performed by the auxiliary court coordinators, administers the appointment of counsel for indigent defendants as outlined in the Texas Fair Defense Act, and assists the Criminal Court Administrator as necessary.

Manages the operations of Central Magistration to ensure compliance with requirements of TCCP 15.17.

Essential Duties and Responsibilities

  • Manages personnel resources to support court needs. Coordinates the submission of subordinate performance appraisals through validating accuracy, developing feedback, and setting goals. Assists in developing entry-level employees with corresponding court management training.
  • Administers the attorney application process for those seeking court appointments and keeps attorney records current in accordance with Tarrant County Indigent Defense Plans. Administers the attorney appointment application process for those seeking approval to the Indigent Defense wheels. Makes approval recommendation to criminal court judges. Tracks death penalty attorney appointments by case.
  • Analyzes and prepares the budget for the Attorney Appointment Office and operates within the budget.
  • Assists in grant activities related to indigent defense, which includes applying for and monitoring discretionary grants and providing Indigent Defense Expenditure Report information to the Auditor for formula grants.
  • Assists the Criminal Court Administrator with special projects.
  • Develops and implements criminal court administration and court software.
  • Coordinates the training of new criminal court and auxiliary court coordinators.
  • Implements and operates the defendant notification system.
  • Monitors records and license compliance of approved attorneys and make disciplinary or deletion recommendation to criminal court judges for any violations. Notifies attorneys of any actions.
  • Works with judicial staff counsel and magistrates for Criminal Court Administration in the creation and maintenance of processes, policies, and procedures for central magistration.
  • Creates process for Emergency Protective Orders including sending them to agencies and victims and fielding phone calls from law enforcement agencies, protected persons, etc.
  • Creates and adjusts staffing patterns for indigence interviews, attorney appointments, central magistration, and various dockets for extended hours and weekends.
  • Sets up and maintains users and roles in TechShare Magistration and Indigent Defense portals. Assists in the development and improvement of magistration portal.
  • Assists Auditor with attorney payment voucher issues.
  • Creates and administers processes related to bonds.
  • Coordinates with CSCD to ensure bond conditions set by magistrates are communicated to the supervising agency.
  • Performs all other related duties as assigned.

Minimum Requirements

TO APPLY, must have a Bachelor's degree in a related field + Five (5) full-time years of public administration, criminal justice, or related work experience including Three (3) years of management experience
OR
TO APPLY, must have a Master's degree or higher in Public Administration, Criminal Justice, + Three (3) full-time years of public administration, criminal justice, or related work experience including Three (3) years of management experience.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past Seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.
