INTRODUCTION:
This position is assigned to the Idaho Youth ChalleNGe Academy (IDYCA), functioning within the State of Idaho – Military Division. The Academy campus is located in Pierce, Idaho. The purpose of IDYCA is to intervene in and reclaim the lives of disengaged youth through education and mentoring, empowering youth to improve their academic level and employment potential and become responsible and productive citizens of Idaho and the United States. The Academy is an intensive residential academic intervention for “At Risk” 16-18 year old Idaho youth, directed and sponsored by the State of Idaho – Military Division/Idaho National Guard. It provides a unique educational opportunity within an intensive military structure and overview. Student Cadets participate in daily activities such as academic instruction, service to community, drill and ceremony, housekeeping, personal hygiene and physical fitness. Youth applicants are invited to a 2-week acclimation period to determine their desire and commitment to participate. The Acclimation Phase is followed by a two phase enterprise consisting of: 1) a 20-week Residential Phase, and; 2) a 12-month Post-Residential Phase consisting of life planning, community re-integration, and mentoring. The Academy focuses on eight core components that define all dimensions of a person’s success relative to personal achievement and social contributions. The components are: Leadership/Followership, Service to Community, Job Skills, Academic Excellence, Responsible Citizenship, Life-Coping Skills, Health and Hygiene, and Physical Fitness. The Academy is staffed by uniformed Cadre, Professional Instructors, Counselors, Advocates (Case Managers), and other support staff members.

Example of Duties

DUTIES AND RESPONSIBILITIES:

1. The primary purpose of this position is to manage and supervise the day-to-day activities of the Idaho Youth ChalleNGe Academy (IDYCA) Cadre staff, Food Services staff and Student Cadets. The incumbent has primary responsibility for ensuring Cadre and Food Service staff training is completed; Cadre program operations and activities; Food Services operations and activities; and Cadet learning activities including Service to Community, Physical Training, Leadership/ Followership and corrective/behavior modification strategies. Incumbent works in conjunction with subordinate Cadre Supervisors and the Food Service Manager to provide training, mentoring and leadership to the Cadre and Food Services staff and to ensure quality, efficiency and cost-effectiveness in all Cadre and Food Services operations.

2. Participates in screening and interviewing IDYCA applicants and assists in selecting Cadets who have the best chance of success in meeting individual and Academy goals. Manages and oversees the planning, coordination and delivery of Cadre and Cadet training requirements. Provides leadership in the development of the Acclimation Phase (weeks 1 and 2) curriculum in accordance with Academy goals, to identify those Cadets who are prepared mentally and physically and truly committed to changing their lives. Provides leadership in the development of core component curriculum. Responsible for oversight and leadership of Cadre and Cadet daily program activities to include Cadet inspections and unit formations, corrective and disciplinary actions, and rating performance. Develops, maintains and delivers formal and informal Cadre staff training, mentoring and professional development programs. Works collaboratively with the Programs Coordinator and Academy Principal to create and adjust training schedules, staffing models and curriculum development for all residential and post-residential activities and events.

3. Ensures individual Cadet and program performance data is entered into the NGB database and reporting system, and that required reports are accurate and submitted on time. Oversees accurate data compilation and entry on Cadet core component progress for tasks related to Leadership, Fitness, Health, Service Learning, some elements of Citizenship, and some elements of Life Skills as required by NGB and the Idaho State Department of Education (ISDE) for program management, reporting and auditing purposes. Ensures data is both accurate and timely in collaboration with academic staff to provide daily training and curriculum delivery schedules for funding report purposes. Coordinates creation, storage and dissemination of all source documents related to these elements in accordance with applicable regulations and policy. Prepares applicable portions of the program budget request.

4. Serves as operating manager of all Cadre/Operations and Food Services Department staff. Provides leadership and direct supervision to the Deputy Commandant of Operations, Food Services Manager and the Training and Operations Coordinator. Provides leadership in determining work schedules and assignments; prepares daily and weekly schedule formats used in conjunction with a 22-week events calendar prepared for each class. Establishes performance standards, provides ongoing performance counseling, provides annual performance appraisals, and recommends corrective and/or disciplinary actions; reviews goals and objectives; discusses program compliance, and makes program adjustments. Monitors employees in the accomplishment of work assignments. Coordinates recruitment, selection and hiring of employees; employee relations; and employee training and development. Considers and approves/disapproves employee leave requests and timesheets (I-Time); provides oversight for payroll and time and attendance compliance. Maintains strict professional boundaries with Cadets and ensures the same compliance among Cadre/Operations Department staff.

5. Provides leadership to the Food Service Manager and assists in helping the Food Service Manager coordinate food services operations and schedules that are conducive to cadet daily activity schedules and operations.

6. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, Equal Employment Opportunity (EEO), security, environmental and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol/weapons free workplace during all IDYCA activities. Assures workplace and facility security. Makes a determined effort to coordinate and communicate with other Cadre and staff members to insure an efficient and respectful work place. Acts as role model and upholds superior personal integrity. Supports the Program/Academy Director and leads Cadre/Operations Department staff to achieve the IDYCA’s mission: “To intervene in and reclaim the lives of sixteen to eighteen year-old high school dropouts, producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive citizens of Idaho”.

7. Performs other related duties and projects as necessary or assigned.

SUPERVISORY CONTROLS:
Work is performed under the general supervision of the Idaho Youth ChalleNGe Academy/Program Deputy Director. The supervisor assigns broadly defined goals, missions, and functions. The incumbent is responsible for execution of directions by independently defining/formulating overall strategies, initiatives, goals, and milestones. The incumbent exercises a wide-latitude of independence and must display tact, good judgment, creativity, and analytical ability to independently work through complex problems or dynamic situations and produce products and solutions.

PERSONAL WORK CONTACTS:
Interacts on a regular basis with members of the Director’s and Deputy Director's staff, Academic staff, Programs staff, Nurse and Medical Assistant, Student Cadets, and stakeholders of the IDYCA including special guests, parents, other family members and community partners. Less frequent contacts include the Adjutant General (TAG) and all levels of military and civilian personnel of the Idaho Military Division/Idaho National Guard; city, county, state and federal elected and appointed officials and their staffs; Tribal Leaders; city, county, state and federal employees from various agencies; private volunteer organizations (Red Cross, Salvation Army); non-governmental organizations; private industry; and U.S. citizens and foreign nationals who have an interest in the programs and services of this organization. The incumbent has routine contact with the parents of attending Student Cadets or potential Cadets for the purpose of presentations, visitations, and problem solving. Additional contact groups may include representatives of professional organizations, the news media and public action groups. The purpose and extent of each contact is different; the role and authority of each party is identified and developed during the course of the contact.

GUIDELINES:
Guiding directives include Idaho Youth ChalleNGe Academy policy and procedure staff manuals; Cadet Handbook; NGB Federal/State Master Cooperative Agreement and related regulations and policies; requirements of the eight core components; federal program data reporting requirements; Idaho Military Division State Employee Personnel Regulations, policies and procedures; state laws and local codes and ordinances. Guidelines will be used to ensure compliance with personnel rules, regulations, and program policies; federal mandates, standards, service levels and funding requirements; laws, codes and ordinances guiding health, welfare, contract administration; legal contracts; and to ensure appropriate treatment and training of the teenage Cadets assigned to the Academy.

WORK ENVIRONMENT / PHYSICAL EFFORT:
The majority of work is performed in a climate controlled office environment. Office work includes extensive computer work, reading, writing, and interpretation of standards and policies. Regularly performs work outdoors in excessive heat and freezing temperatures, depending upon the season. Outdoor environmental conditions include, but are not limited to, hot temperatures, dry, wet, slippery, icy and/or snowy conditions. The Commandant of Operations and all Cadre staff members are required to successfully pass and maintain the IDYCA established standards for the Physical Abilities Test (PAT). Maintenance of physical agility and conditioning is an essential function of this position. Extensive sitting, walking, and standing are required. Work requires periodic lifting up to 50 pounds.

WORKING CONDITIONS:
Working conditions may include extended work hours, periodic evenings, weekends and holidays depending on program activities and requirements. May be subject to fill-in shift work on day, swing, and graveyard schedules. Incumbent must be willing to work beyond established core hours/ days when necessary to accomplish program activities and requirements, including responding to emergency situations in a reasonable amount of time when they involve Cadet health, safety or security. Incumbent is routinely in the immediate vicinity of temperamental “At Risk” youth who may act out aggressively; has contact with teenagers and parents to include periodic interaction with disgruntled and/or emotional individuals and confrontational situations. Incumbent must be able to proficiently use a computer and office technology software including email, word processing, spreadsheets, databases and specialized data management programs. Incumbent must commit to exceptional work attendance; dependability and reliability are required of this position. Periodic travel, both in and out-of-state, via all modes of transportation, is required. Overnight travel for moderate periods of time is required. Incumbent may transport staff and participating Student Cadets in state vehicles. Incumbent must submit to and pass pre-employment and periodic drug tests, and must complete and pass pre-employment and periodic background checks. Incumbent must complete annual first aid and CPR training/re-certification, and is required to attend formal Youth ChalleNGe staff training courses as specified in program policy. The IDYCA campus is a tobacco, alcohol, drug, and weapon free facility. Weapons are not permitted anywhere on campus including in employee vehicles. Use of tobacco products is not permitted anywhere within the confines of the IDYCA campus or within view of the Cadets when performing off campus duties and responsibilities. Employees working in a youth residential setting are subject to safety and security surveillance, and are required to adhere to uniform/dress, grooming, and personal hygiene standards and policies established by the IDYCA.

Mandatory Requirements (conditions of employment)

  • Must have and maintain a valid and unrestricted state issued driver’s license (from any state).
  • Must submit to and pass an OPM Federal Childcare National Agency Check with Inquiries (CNACI) investigation, including a complete ten (10) finger fingerprint card or scan, upon offer of employment. Must agree to submit to periodic rechecks in accordance with applicable laws, regulations, and policies. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)
  • Must submit to and pass a drug test upon offer of employment, and agree to submit to periodic and random drug testing at the discretion of the Program/Academy Director.

  • Must possess and provide documentation validating the following:
    ( Attach a copy of your diploma or transcript showing degree(s) earned to your application; unofficial transcripts are acceptable. If applicable for qualification, provide response addressing qualifying professional level experience .)

    • An Associate degree,
      AND
    • 2-years of experience working with “At Risk” youth or related experience such as youth services, social services, military, education or law enforcement.

      • Preferred experience includes a working knowledge of military customs and courtesies and drill and ceremony.
      **Additional qualifying professional level experience may be substituted for education/degree on a year for year basis.
  • Must have personnel management/supervisory experience. Preferred experience includes working knowledge of, and experience with, military protocol and conduct.

  • Must be able to PERFORM, DEMONSTRATE, and LEAD physical training activities such as weight training, calisthenics, and untimed runs up to 2-miles.
    Must submit to and pass a Physical Abilities Test (PAT)* prior to employment, and agree to submit to periodic and recurring testing in accordance with Academy policy. The PAT will be conducted on the same day as scheduled personal interviews. Must commit to representing a positive physical fitness role model.

    • Note: During the PAT, applicants must perform each of the following activities to the minimum stated standard:
    • 15 sit-up repetitions within 1-minute
    • Push-ups without stopping (10 for females; 15 for males)
    • Emergency Rescue Drag: Drag a 145lb juvenile rescue dummy a distance of 35 feet, then crawl 20 feet on the floor
    • 1.5 mile run/walk within 17:17 minutes
    • Instruct and demonstrate exercises and stretches (10 repetitions each): neck, arms and shoulders, hips, knees and ankles, overhead arm pull, thigh stretch, hamstring stretch (standing and seated), groin stretch (standing and seated), calf stretch, hip and back stretch (seated), curl-ups, right angle push-ups. (Exercise descriptions are provided prior to and at the PAT.)
  • Must commit to exceptional work attendance; dependability and flexibility are requirements of this position.
  • Must purchase boots as part of a required uniform, if selected for employment. The boots must be black, without design. They will be rounded toe or rounded capped toe, with or without a perforated seam, and with or without safety toe. A high gloss or patent finish boot is optional.
