Johnson & Johnson Health Care Systems Inc. Strategic Customer Group is recruiting for a National Policy & Advocacy Director position for the Oncology Therapeutic Area. The geographic preference for this position is East Coast based, with frequent travel to Titusville NJ, Horsham PA and Washington, DC.

The National Policy & Advocacy Director, Oncology will be responsible for developing and implementing strategic business initiatives in response to the changing healthcare environment, deployed specifically to Hematology. With a focus on Advocacy, Policy & Access, the director will be the single point of contact and lead Janssen’s cross functional national business strategies that touch key advocacy organizations (professional and patient) that support patients and providers in the Oncology space. Support efforts to engage these partners in response to shaping policy that maintains and improves access, quality of care and establishes equity for patients. The NPAD, ONC is responsible for developing and leading Janssens advocacy strategy for each brand and launch brand within the ONC franchise. Additionally, the NPAD, ONC Heme will lead the Advocacy strategy and relations supporting with their Pharmacyclics, an ABBVIE Company counterparts supporting the CLL business.

The role will work in close partnership with the National Policy & Advocacy Director, Oncology who supports the Solid Tumor business. Both National Policy & Advocacy Directors will lead the entire Oncology Portfolio Advocacy and Policy strategy and execution. They will lead the effort to develop, implement, coordinate, and communicate critical partnership and programs related to Jansen’s commitment to patients.

This role is highly consultative and requires partnering and interfacing with all internal partners (e.g; SCG Franchise Leadership, Brand Marketing, Communications, Government Affairs & Policy, Healthcare Quality, Scientific Affairs, Finance, & R&D). The candidate should be able to demonstrate the ability to anticipate and act proactively, and effectively in reactive, uncertain situations. The position does not have direct reports but does require the ability to manage without authority cross-functional teams while being able to work productively.


Major Duties & Responsibilities

  • Cultivate, grow and lead relationships with targeted stakeholder decision-makers within advocacy organizations.
  • Development, communication, and execution of strategic advocacy plans in reaction to legislative, regulatory and payer policies
  • Serve as the single point of contact between our National Advocacy Partner network and internal NA pharmaceutical functions (Brand marketing, Communications, Scientific Affairs, R&D, Senior Leadership, SCG partners)
  • Provide expert insights to the business on the unique challenges and needs of the immunology patient population and make informed recommendations to internal business partners
  • Partner with GA&P Strategic Alliance team on J&J Enterprise / Janssen social impact initiatives with a focus on health disparities
  • Work with local market Health Policy & Advocacy team to pull through advocacy efforts on specific state- based policy & advocacy issues effecting specific populations suffering with Cancer
  • Monitor the stakeholder environment, make strategic recommendations to strengthen existing relationship and identify new avenues for partnership
  • Partner closely with Government Affairs and Policy office and provide the voice of targeted Advocacy organizations to inform overall strategy
  • Create and manage programs and platforms that positively impact access to Janssen’s products (existing/ new) aligned to the strategic imperatives of the (Therapeutic Area) franchise
  • Effectively communicate and educate the internal organization and national advocacy organizations on key policy trends
  • Possess expertise in Government programs and policy including Medicare/Medicaid policy, Part D/B benefit design and commercial health policy
  • Manage budget, sponsorships and other requests (corporate sponsorships, corporate memberships, charitable requests, non-CME) from key stakeholder groups including provider and patient advocacy organizations.
  • Effectively participate and lead Janssens advocacy interactions at all relevant conventions
  • Lead and Participate in Strategic Business Planning with internal partners.

Qualifications

Required Minimum Education: Bachelor’s degree required

Required Years of Related Experience:

  • A minimum of 8 years’ experience in the Healthcare Industry is required
  • A minimum of 8 years' related experience with third party payers, professional societies, marketing, sales, or related Healthcare Policy required Strong background and understanding of public payor policy (Medicare, Medicaid, commercial payer policy) is required.

Required Knowledge, Skills and Abilities:

  • Understanding of complexities associated with the changing health care environment (i.e., ACA, IRA, Quality, ASP, Part D, Park B, Fee-for-Service vs. Managed Medicare/Medicaid) is required. Knowledge /experience in dealing with health disparities is critical.
  • Ability to demonstrate effective communication of technical information required.
  • Demonstration of strong skills in strategic planning/development and execution is required.
  • Demonstration of ability to manage complexity and collaboration with numerous cross-functional teams is required.
  • Experience in working with complex markets is preferred.
  • Knowledge of national Medicare/Medicaid/Commercial policies/guidelines and understanding of how they impact treatment settings (i.e., inpatient, outpatient, hospital, physician's office, long term care, home health, etc.) is required.
  • Excellent communication skills (written and oral) required.
  • Ability to work collaboratively in a team environment required.
  • Ability to demonstrate a strong customer-centric approach and focus is required
  • Significant domestic travel including weeknights and weekends is required (up to 70%)

  • Regular commuting to Titusville NJ, Horsham PA and Washington, DC as well as conferences & conventions within the US

The base pay range for this position is $137,000 to $235,750. Employees may be eligible to participate in Company employee benefit programs such as health insurance, savings plan, pension plan, disability plan, vacation pay, sick time, holiday pay, and work, personal and family time off in accordance with the terms of the applicable plans.
