Ground Transportation Representative II

General Description and Classification Standards

This position provides operational oversight of the Ground Transportation operation to ensure the provision of safe, secure and cost-effective transportation options for the traveling public 24 hours per day per week, 365 days per year while establishing, building, and maintaining productive relationships with both internal and external customers. This is an experienced, professional level position capable of carrying out most assignments typical of the profession with limited guidance or review. This level would be considered a promotional level and attainable by any incumbent in a work group who demonstrates the necessary knowledge, ability, and performance.

Supervision Received

Performs work under general supervision with review and advice from manager or a senior level professional.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Provides operational oversight all ground transportation facilities & auxiliary locations (incl. buildings & system components) with daily focus on monitoring and inspecting all ground transportation facilities for cleanliness & operability facilities to ensure safety, security, and efficiency of operations.

Provides operational oversight of all equipment including, but not limited to the Ground Transportation Automated Vehicle Identification equipment (AVI), vehicle dispatching system, gates, Pay-On-Foot equipment (POF), Daktronics vehicle dispatch display board, etc. to ensure continuous access of all modes of ground transportation. Coordinates and assists in the ground transportation decaling process.

Evaluates and responds to emergency or unusual conditions occurring on shift.

Provides operational oversight of all fleet assets; manages fleet procurement cycle; review, approve and track fleet maintenance costs; and acts as a liaison for contractor fleet maintenance service provider(s)

Provides operational oversight and coordination of all related construction projects and/or special projects. Attend meetings with, or on behalf of the Ground Transportation Director and/or designee to discuss matters related to the operation.

Facilitate preventive maintenance or repairs needed within the Ground Transportation facilities or report to appropriate department for resolution. Report signage inaccuracies/deficiencies to the supervisor and follow-up to ensure resolution.

Respond to, investigate, and document all related Ground Transportation incidents and/or accidents. Where feasible, exercise independent judgment that will be in the interest of the City, customer and/or consumer or immediately escalate to a supervisor for resolution.

Perform periodic checks of the Ground Transportation airport access road network to identify potential safety hazards.

Provide operational oversight of all contracts to ensure service providers are in compliance with the scope of services to be performed. Ensure compliance through created, established and trackable performance metrics in accordance with all rules, permit agreements, regulations and City Code Ordinance.

Facilitates and coordinates airport ground transportation operations emergency preparedness planning and/or contingency planning and response.

Provides operational support in carrying out permit credentialing of all commercial modes of transportation.

Prepare and review various reports and logs regarding budgets and operational activities.

Performs other related duties as required.

Decision Making

This position may be required to make decisions regarding counseling and/or warning of subordinates, recognition of staff for excellent job performance, denial, or recommendation of permit applications, and/or denial of access to companies that are seriously delinquent in payment related to their permits.

Routinely provides work group leadership, guidance, and/or training to less experienced staff

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

Strong knowledge of Department of Transportation (DOT) regulations; Good knowledge of concepts, processes, and tools within ground transportation or related area; knowledge of related disciplines.

Skilled in operating a basic computer/laptop and software; excellent negotiation and problem-solving skills.

Ability to communicate effectively, verbally and in writing; ability to work effectively as a team player.

Qualifications


Minimum Qualifications – Education and Experience

Bachelor’s degree in an appropriate discipline or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job.

1 to 3 years of work experience in Ground Transportation Operations or similar role.

Preferred Education & Experience

Bachelor’s Degree in business administration or an appropriate discipline
