MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in long-term care eligibility programs.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.
Provides direct supervision over Long-Term Care program employees and as such, assigns cases, assesses workloads, provides counseling, evaluates performance, approves leave, trains staff, and recommends corrective actions as needed to ensure efficient functioning of the unit.
Supervises the research and analysis of financial and medical information to determine if an applicant is eligible for Long-Term Care program services statewide.
Works with advanced cases such as those under appeal or subject to penalty periods. Prepares, interprets, and clarifies Long-Term Care eligibility policies and procedures. Revises rules, regulations, and procedures to meet changes in law or policy.
Supervises the review of all sources of information and resolves extremely complex policy opinions when needed.
Oversees consulting with internal and external professionals including advocacy groups, attorneys, providers, nursing facilities, corporate executives, and financial institutions. Approves hardships and penalty periods related to determinations.
Trains new employees in appropriate application of policy and procedure, and approves determinations.
Supervises the compliance review and random sampling of cases for completion and accuracy to ensure that quality and program integrity are maintained. Conducts audits of eligibility enrollment applications; prepares reports on results of each audit.
Supervises the analysis of available federal and historical state performance data and provides recommendations for improvement to share in meetings or training.
Supervises professional relations, reporting, and claims discrepancies based on eligibility for providers.
Leads the establishment of ongoing contacts with local advocacy groups, corporate offices, providers, administrators, and others interested in Long-Term Care programs. Participates in meetings and conventions of state and other interested organizations.
