Job Summary

Battelle is seeking a Client Program Analyst V. The purpose of this position is to perform professional operations research work by applying advanced analytic resources on issues that arise within the government supply chain management center. This position is in direction support of the Inventory Management Division, Supply Chain Management Center (SCMC) Marine Corps Logistics Command, Albany, Ga.

Responsibilities

  • Performs broad range of operations research analyses assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches and/or new technologies.
  • Performs broad range of cost, economic and/or performance analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches and/or new technologies.
  • Performs broad range of analyses entailing unique problems, creativity, innovative use of techniques, advanced approaches and/or new technologies.
  • Analyses feasibilities of advanced approaches or radically different proposed policies.
  • Evaluate impacts of new technologies on current systems and policies.
  • Assesses performance and effectiveness of new or substantially modified systems.
  • Briefs study sponsors and officials on program and conclusions of studies.
  • Studies and Evaluates impacts of new technologies, systems and policies on costs and effectiveness.
  • Briefs study sponsors and officials on progress and conclusions of studies.
  • Documents study purposes, methods, assumptions, and conclusions.
  • Develops and coordinates study plans.
  • Performs studies of issues arising in such subjects as logistics, hazardous materials, training, base operations, and/or mobilization scenarios.
  • Evaluates impacts of new technologies, systems and policies.
  • Uses findings of specialized studies, new analytical developments, and modified processes to resolve novel or obscure problems that affect broad program operations.

Key Qualifications

  • Requires a bachelor’s degree in Finance, Accounting, Business Administration or technical field; 10 years of experience; or an equivalent combination of education and or experience in a related field.
  • Requires experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs. Requires experience with government agencies likely to be supported.
  • Must possess outstanding verbal and written communication skills. Must be able to maintain effective working relationships with a broad range of operational users, technical developers and government program managers.
  • Must have a background which would not preclude the granting of a government issued security clearance.
  • Requires extensive knowledge and experience with the Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation (DFAR), the DoD 5000 series and other applicable government regulations.

Preferred Qualifications

  • Requires a bachelor’s degree in Finance, Accounting, Business Administration or technical field; 10 years of experience; or an equivalent combination of education and or experience in a related field.
  • Mastery of one or more specialized areas of advanced operations research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.
  • Mastery of research techniques and concomitant ability to obtain information concerning subject studies to be able to perform sound analyses.
  • Skill in coordinating extensive projects in assigned areas of responsibility that are characterized by high visibility, unusual urgency or program criticality.
  • Ability to use advanced techniques and the modification and extension of theories, precepts and practices of operations research and related sciences and disciplines for application to problems/issues not susceptible to treatment by accepted methods.
  • Ability to develop and utilize appropriate data collection techniques.
  • Ability to execute projects and/or studies within established financial and time constraints.
  • Expert knowledge of a full range of cost and economic analyses principles, techniques, and practices.
  • Knowledge of DOD acquisition and life cycle management policies, procedures, and practices.
  • Ability to organize and lead teams engaged in studies of complex issues and problems.
  • Ability to design, build, and use very complex, sophisticated models to simulate real world environments of many variables.
  • Skill in articulating and negotiating very complex end sensitive issues with officials of diverse perspectives and with different, sometimes opposing views.
  • Skill in written and oral communication sufficient to present information on the scope, methods and results of studies.
