Position Summary: The JCAE ABE/GED Program Coordinator is responsible for developing, implementing, evaluating, and integrating JCAE instruction for ABE/GED, Bridge classes for underprepared college students with high school diplomas, and English Connection for 500+ students annually at six program sites. In alignment with a host of federal, state, local, and JCCC mandates and established best practices for student success. The incumbent also manages program promotion, student registration, standardized assessment, daily instruction, and student outcomes for all three program components listed above. The Program Coordinator is also responsible for hiring, training, evaluating, and developing 20+ part-time instructors and at least one full-time instructor working within the three program components.

Required Qualifications:

  • 4-year Bachelor’s degree in Education
  • 3+ years’ experience in adult education
  • 3+ years of supervisory and leadership experience
  • Strong analytical and problem-solving skills
  • In-depth understanding of federal and other grant requirements
  • Understanding of the challenges and needs of adults with basic skills deficiencies
  • Proficient in Microsoft Word, Excel, and PowerPoint, Google Suite and demonstrated ability to learn new applications and technologies.

Preferred Qualifications:

  • Master’s degree in related discipline
  • Experience as an adult education instructor/lead instructor
  • Ability to build and maintain a high-performing team based on non-financial rewards
  • Proficiency in Banner and other specialty technology used within the program (state databases, student learning management systems, etc.)

Position Details - Job duties include but are not limited to:

1. Manage ABE/GED, English Connection and Bridge Program Operations – Manage, develop and continuously improve program operations based on experience, best practices and evolving requirements of federal, state, local and other authorities. Apply and adapt requirements and guidelines to program promotion, curricula, instructional materials, student progress, budgets, operating policies, procedures, etc. Assure consistent delivery of academic content tailored to meet the needs of adult learners to improve literacy and numeracy skills and/or attain a high school diploma in a timely and efficient manner.

Performance is acceptable when:

a) Student performance meets or exceeds established goals and targets.

b) A full understanding of all relevant requirements, standards and guidelines is maintained, and all program components remain aligned with all relevant evolving requirements.

c) All instructional staff members are trained and kept current on curricula, assessments, materials, policies, procedures and other expectations and evolving requirements and opportunities.

d) Facilities, materials and equipment are available in appropriate quantities and used effectively to optimize program and student outcomes (books, forms, brochures, computer equipment, computer applications, etc.).

e) Issues are researched, analyzed, documented, reported and resolved in a fair, appropriate and timely manner.

f) Budgets are developed and managed effectively, and required reports are timely and complete.

g) Schedules are developed and managed effectively, mindful of other adult education programs and requirements.

2. Hire, On-Board, Supervise and Develop Instructional Staff – Hire, manage and develop instructional staff (~20+ part-time instructors at five locations who work at various times between 9 am and 9 pm). Monitor and coach for optimal performance. Develop, foster and maintain engagement and positive, professional working relationships among staff to promote student success, teamwork and collaboration.

a) Qualified instructors are hired, trained, scheduled/assigned, contracted, understand their obligations and meet expectations with a high level of engagement.

b) Instructors are developed and kept informed to provide meaningful academic experiences aligned with evolving requirements.

c) Collaboration is encouraged.

d) Staff members feel heard, validated and supported in their positions. Performance issues are addressed quickly, fairly and effectively.

e) Lead Instructors are supported in effectively managing operations and results at their locations.

f) Classroom volunteers are engaged and feel appreciated.

3. Develop, build and maintain key relationships to support and enhance program effectiveness. – Work with regulatory partners, JCCC and community partners to provide and promote adult education services. Represent JCAE (and sometimes JCCC) in work with community partners including organizations such as Workforce, Vocational Rehabilitation, Department for Children and Families, local school districts, local libraries, employers and other community-based organizations.

a) Relationships are built on mutual understanding and trust to support and strengthen adult education services in Johnson County.

b) Relationships promote collaboration and a positive and professional working environment.

c) Students benefit from the relationships with other organizations.

d) New opportunities are created to promote college and career readiness and quality employment opportunities.

4. Support overall Adult Education program operation and improvement. – Lead operational elements of the annual GED graduation ceremony and participate in a leadership role in developing and executing other events as needed (in-service events, staff training, KBOR program leader meetings, community partner meetings, etc.). Analyze and advise the program director and other stakeholders on the overall adult education program, including strengths, weaknesses, opportunities, and threats. Adapt program operations to meet evolving expectations, such as programs within Corrections environments and at employer locations. The incumbent will represent the entire JCAE program in the community, within Kansas, and nationally and may represent JCCC or Kansas adult education in other settings.
