Job Description

This manager position is responsible for the public relations and communications efforts for NTMWD’s Operations, which includes the Water, Wastewater, and the Solid Waste systems. This position is responsible for the development, implementation, and management of the Operations public information and select regulatory communications. In addition, this positions requires the development of strong external relationships with the NTMWD’s Member and Customer Cities; media outlets and reporters; local, regional, and state governmental and stakeholder agencies; and the public for Operations related activities and issues. Be a spokesperson for the NTMWD Operations, public engagement and outreach, tours and presentations, and the development of a social media presence associated with water conservation and public education are all significant and essentials responsibilities.

This position must establish public trust, a positive and knowledgeable image for NTMWD’s Operations and the water conservation programs/initiatives in addition to new outreach programs to increase the awareness and support of the NTMWD’s vital services.

Responsible for supervising exempt and non-exempt level employees.

Major Responsibilities:
1. Maintains direct contact with media representatives through the preparation, presentation, and distribution of news releases, special feature items, public service items, and oral communications. As needed, participate in media interviews and public appearances in support of water conservation, public education, and Operations-related public relations

2. When requested, coordinates and provides presentations for public appearances on behalf of NTMWD Directors, Executive Management, and Public Relations personnel.

3. Makes public appearances or provides briefings to interested civic, community, school, and stakeholder groups. Provides tours of NTMWD facilities to various groups and supports tours on behalf of the Public Relations department.

4. Responsible for the development and production of fact sheets, pamphlets, reports, and website related information associated with NTMWD Operations.

5. Prepares and submits NTMWD and state agency required documents such as the Appendix D Report, the Annual Consumer Confidence Report, the Annual Water Conservation Report, the NTMWD Water Conservation and Water Resource Management Plans, and other reports and notices as required.

6. Maintains knowledge of current information about NTMWD activities for both external and internal inquiries.

7. Develops, implements, and maintains web sites related to NTMWD programs.

8. Assists the Executive Director/General Manager in providing logistical arrangements for Board, Committee and other special meetings when requested.

9. Responsible for responding to public written and oral inquiries related to NTMWD’s Operations and services.

10. Provides presentations and tours for civic, school, and community groups at the John Bunker Sands Nature Center.

11. Supports NTMWD Operations with various activities that require public and media communications.

12. Prepares and distributes water conservation materials to Member and Customer City representatives in support of NTMWD’s water conservation goals. Works collaboratively with Member and Customer representatives to affect the achievement of those goals.

13. Take a lead role in regional water conservation and landscaping initiatives through the North Central Texas Council of Governments and other agencies to support the creation and implementation of regional programs.

14. Responsible for the management, development, and implementation of all conservation programs which include TV, print, radio, community and business and school outreach.

15. Participates and represents NTMWD Operations on various committees and work groups at the local, regional, and state level related to public relations, communications, education, and public awareness.

16. Responsible for the preparation, and management of the annual department budget.

17. Be the lead coordinator for NTMWD’s regularly scheduled Partnering Meetings with Members and Customers to include creating original content for the meetings and meeting logistics.

18. Be NTMWD’s lead communicator during times of drought when drought restrictions are initiated by the Board of Directors.

19. Lead educational programs for NTMWD Wastewater, Environmental Services, and Watershed Protection Programs.

20. Develop educational tools and resources to affect public behavior change and provide education and awareness related to NTMWD’s educational initiatives.

21. Participate as needed and public education events within the NTMWD service area to include providing educational materials, attend public events, presentations, and staffing booths at various festivals and NTMWD events.

22. Provides leadership, planning and support to execute the annual North Texas Regional Water Conservation Symposium in coordination with Tarrant Regional Water District, and the City of Dallas Water Utilities

Knowledge, Skills & Abilities:
1. Position requires creative skills to enhance the written and visual elements of work.

2. Must have knowledge of personal computers, presentation equipment, and related desktop publishing software.

3. Must be able to work well with various types of individuals and groups, with the ability to delegate and direct the work assignments of others.

4. Ability to take photographs.

5. Requires a valid Texas Driver’s License.

Education and Experience:
1. Bachelor degree from an accredited college or university in Public Relations/Communications or related field.

2. Five years of progressive experience in public relations/communications or the news media.

Environmental Factors, Working Conditions and Equipment

This position requires minimum physical exertion on a daily basis with lifting requirements of generally fewer than 10 pounds to carry office equipment and communication literature and materials. On a weekly basis may be required to lift up to 25 pounds to carry presentation related equipment. Working conditions include some fieldwork to provide tours, prepare articles, and take photography. Some locations may not be accessible by vehicle and require working at various elevations and in various weather conditions. Office equipment includes use of calculator, copier, telephone, and Network computer. Cameras and presentation equipment are also used.
