This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Day-to-Day Responsibilities: Delegate agency management, data analysis, budget review and voucher processing, development of workflows, implementation of request for proposals, management of mental health grantee portfolio, engagement in systems coordination, presentation development, promote awareness of programs to various communities, and collaboration with CDPH departments.


Essential Duties:

  • Develops and implements program plans, objectives, standards, and procedures for use by staff or delegate agencies in providing programs and services to clients.
  • Oversees professional staff and delegate agencies in the administration of programs and the delivery of services to clients.
  • Develops requests for proposals (RFPs) and assists in selecting service providers and negotiates scope of services for contracts.
  • Creates and/or uses program evaluation tools (e.g., Program Evaluation Monitoring System) to ensure agency compliance and oversees the monitoring of administrative, operational, and fiscal components of programs to determine their compliance and effectiveness in meeting established goals and quality standards (e.g., conducts site visits to review agencies' program and fiscal documentation).
  • Provides technical assistance to delegate agencies found to be in non-compliance and monitors agencies' progress in correcting identified deficiencies.
  • Collaborate, coordinate, and strengthen partnership with other city departments, including but not limited to DFSS, CPS, Chicago Police Department and the Chicago Fire Department.
  • Conducts surveys to assess agencies’ needs and develops and implements program plans, objectives, standards and procedures for use by agencies; under the supervision of the program director creates evaluation tools and oversees the monitoring of administrative, operational and fiscal components of programs to determine compliance and effectiveness in meeting established goals and quality standards.
  • Recommends corrective action in cases of non-compliance with contract agreements.
  • Establishes linkages and partnerships with health and social services agencies to facilitate resource sharing (e.g., assists agencies with their outreach needs, provides information).
  • Oversees the maintenance of program records and the preparation of narrative and statistical reports on program activities.
  • Implements procedural changes to modify and improve the quality and scope of programs and services.
  • Trains or directs the training of staff and/or delegate agencies on program administration procedures.
  • Prepares program budgets, monitors, and approves expenditures, and authorizes payments to agencies for services provided.
  • Writes grant proposals to obtain program funding.
  • Works with advisory groups in planning and modifying programs.
  • Recruits volunteers to conduct outreach for programs and services.

Monday through Friday

8:30 A.M. to 4:30 P.M.

Some additional hours may be required in case of public health emergency.

Qualifications


MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Health Administration, or a directly related field, plus three years of experience in the administration of public health programs; or an equivalent combination of education, training and experience

SELECTION REQUIREMENTS

This position requires applicants to complete an interview which will include a written exercise, budget exercise and PowerPoint Presentation skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.


Preference will be given to candidates possessing the following:

  • Previous work with local, state and grant programs pertaining to requirements and procedures.
  • Previous project management experience.
  • Previous experience working for a Behavioral Health Program or in Public Health.
  • Proficiency in Microsoft Office.
  • Experience in collaborating with internal and external partnership to further program goals.
