Duties

Duties will include Quality Assurance activities monitoring and Education & Training at the Audie L. Murphy, Kerrville and Datapoint campuses. The incumbent must complete the SPS Level I training program within 90 days of hire and maintain a minimum of twelve continuing education hour annually. Incumbent will be the trainer to new staff members to include Contracting Staff, and Medical Enlisted Training College (METC) Joint services clinical Surgical/SPS training programs assigned to Sterile Processing.

Training duties encompass providing technical and training responsibilities. Must be able to train SPS personnel and communicate effectively to ensure user unit needs are met on a consistent basis. Possess the knowledge and skills to train staff accurately and meticulously for Decontamination, Processing, Instrument Preparation, Operating Room Core area, Distribution, case cart operations and all other SPS processes functions for a wide variety of complex, medical, surgical, endoscopic and dental devices. Balance the training needs among employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned training. Monitor and report the status and progress of training to SPS management and adjusts curriculum according to established priorities.

Maintain current knowledge of policies, VA directives, International Association of Healthcare Central Service Material Management (IAHCSMM) guidelines as well as knowledge of The Association for the Advancement of Medical Instrumentation (AAMI) and Association of perioperative Registered Nurses (AORN) Standards.

Must have a thorough knowledge of, and the ability to orient new staff, to a full range of: (1) Sets and trays used throughout the medical center, including those used in the operating room, and (2) medical/surgical terminology, microbiology, human anatomy, and physiology. You must also direct the cleaning priorities of contaminated reusable medical equipment from wards, operating rooms, and clinics and ensure staff inspects these items for damage and that they are in good working condition.

You are the resource for Medical Supply Technicians in the loading and operation of sterilizers such as Steam, Sterrad, Ethylene Oxide (ETO) and high-level disinfecting process as well as reprocessing of endoscopes. Will accommodate special and emergent training requirements through consultation and coordination with medical/surgical professional staff. You are the Sterile Processing Subject Matter Expert (SME) on the proper use, cleaning, and sterilization of AME and any problems that may arise.

Develop Standard Operating Procedures (SOP) for current and new equipment. Incumbent prepares, reviews, provides training, conducts competency assessments, maintain employee training records and CEU tracking for all SPS staff. Incumbent maintains currency of SOP's and all applicable manufacturer's instructions for reprocessing / sterilization. Will assess learning needs and develop learning plans with strategies/objectives that meet the needs of staff as well as the service. Will develop and assess competencies according to establish guidelines and maintain a competency assessment schedule that assures timely and complete assessments that are well documented.

Prepare and conduct in-services for all SPS technicians on current, new instrumentation, equipment and new technology as it is developed. Provide extensive training in such areas as the use and functioning of new surgical supplies, instruments and equipment. Training sessions may include video tapes, lectures, hospital magazines and literature. Will maintain communications with manufacturer representatives, e.g. instruction for use (IFU), alerts and recalls, and professional organizations for SPS.

Responsible for disseminating the training to Medical Supply Technicians and assessing for comprehension and the correct application of training as well as monitoring of ongoing competency. Responsible for the orientation of new Medical Supply Technicians, maintaining the orientation documentation/folder, and reporting results to management on a weekly basis , as necessary or requested.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and/or Education
(1) Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
(2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • Certification. None.
  • Grandfathering Provision. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
  • Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
Grade Determinations: The following criteria must be met when determining the grade of candidates.
GS-07 Medical Supply Technician (Sterile Processing) Trainer.

Experience. One year of experience equivalent to the next lower grade level (GS-6). Specialized experience includes receiving contaminated critical and semi-critical RME in the decontamination area and receiving noncritical equipment in the decontamination area as well. Disassembling the RME and determining the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions. Inspect, assemble and determine the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high level disinfecting scope reprocessors. Perform and document daily operational checks and records for all sterilization equipment. Knowledge of surgical instruments used in operating rooms and clinic settings. Knowledge of universal precautions for safety and prevention of cross contamination. Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures. Knowledge of sterility principles in regards to instrumentation. Ability to read and interpret written instructions and procedures.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
a. Knowledge of SPS and Infection Prevention regulations.
b. Knowledge of procedures and/or operations in training developed for, and operations of SPS functions for both new and existing staff.
c. Ability to manage integrated training programs as it relates to sterile processing procedures.
d. Working knowledge of Microsoft Word, Excel or other software programs in order to complete reports and develop skills.
e. Ability to communicate effectively with staff and management officials in regards to sterile processing procedures.

Preferred Experience:
  • Knowledge of universal precautions for safety and prevention of cross contamination
  • Must be able to demonstrate knowledge of cleaning, disinfection, sterilization, and preparation of Reusable Medical Equipment
  • Knowledge of surgical instrumentation used in operating rooms and clinical settings
  • Knowledge of sterilization and cleaning equipment
