Federal Law Enforcement / Criminal Justice SME


Overview

Premier Enterprise Solutions is seeking a Federal Law Enforcement/ Criminal Justice SME with at least 5 years of Federal Law Enforcement experience working at both the strategic and operational levels within the law enforcement community.

Candidates must possess a bachelor's degree. Degree may be substituted with 10 additional years of related experience. This is a full-time position located in Washington, DC. Veterans are encouraged to apply.


Active TS/SCI required.

Location is on site in Washington DC, Pentagon

The salary range of $125,000 - $145,000 will be based on experience and technical interview.


Responsibilities

Criminal Justice/Law Enforcement SME Support - In support of the Counterintelligence & Law Enforcement (CI/LE) directorate, the Contractor shall:

  • Support the review, analysis, development, and implementation of OUSD(I&S) responsibilities for national and DoD policy, guidance, and training as they pertain to LE and related national security matters.
  • Provide LE subject matter expertise with national security policy and strategy as it pertains to OSD and the Military Departments, and how such policy and strategy interface throughout the larger Intelligence, National Security, and related law enforcement communities. This is a daily occurrence for all programs work on in LED. Typically, each contractor is working on 4-5 programs/projects/monthly.
  • Make recommendations on how to properly conduct oversight of all DoD LE activities and assigned OUSD(I&S) LE responsibilities. This is a daily occurrence for all programs/projects; typical workload is four (4) projects at a time.
  • Provide senior level advice on LE missions that fall under the responsibility and purview of the USD(I&S).
  • Produce and disseminate approximately three (3) DoD criminal justice information reports and briefings monthly that detail DoD law enforcement activities for Congress and Senior Executive Branch officials.
  • Review, coordinate and facilitate OSD-level staffing of approximately 104 law enforcement activities actions per year requiring senior level approval.
  • Maintain strict security standards to include the handling, storage and dissemination of law enforcement sensitive information.
  • Provide support in drafting, revising, and updating approximately four OSD policies related to law enforcement authorities, law enforcement activities, military justice information management and criminal justice information management on an annual basis.
  • Organize, facilitate, manage program content, and coordinate support and participation for the DoD Peace Officer Standards and Training (POST) Commission biannual meetings.
  • Organize, facilitate, manage program content, and coordinate support and participation for the Defense Law Enforcement Commission (DLEC) quarterly meetings.
  • Assist OUSD(I&S) Law Enforcement staff in policy development and execution of oversight management missions where required, approximately two to five anticipated daily.

Qualifications

  • Active TS (SCI Security Clearance
  • Five (5) years of experience working at both the strategic and operational levels within the law enforcement community.
  • Experience of at least two of following: Criminal Justice Information (NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.
  • Five (5) years of demonstrated experience in the development of DoD, Service/Combat Support Agency or Federal policy as well as developing, updating, and staffing packages.

Preferred Qualifications

  • Experience as a Federal police officer or criminal investigator (FBI, DEA, DHS, etc.), or in DoD Law Enforcement (Special Agent, Military Police).
  • Experience in OSD, Joint Staff, Military Department, or Combatant Command staff.
  • A working understanding of the collection and analysis processes of one or more of the following: Criminal Justice Information (NCIC, III, NICS), National Incident-Based Report System, Law Enforcement Office Safety Act, 10 USC 2672 or other equivalent LE authorities, Sex Offender Management, or law enforcement training standards.
