SeKON is looking for a Lead Web Developer to support the National Oceanic and Atmospheric Administration (NOAA) Satellite Applications and Research (STAR) center. STAR’s mission is to accelerate the transfer of satellite observations of the land, atmosphere, ocean, and climate from scientific research and development into routine operations and offer state-of-the-art data, products, and services to decision-makers.

RESPONSIBILITIES:

• Support the STAR web environment.
• Applying and maintaining a common look and feel to STAR web pages required by STAR, NESDIS, NOAA, DOC, and OMB.
• Provide layout and graphic design, coding, and site maintenance services for STAR’s web presence.
• Assisting STAR federal personnel
• Converting their scientific output to web offering, including assisting with layout structure, coding conventions, and maintenance.
• Providing web coding which complies with current industry best practices for web development and is written in W3C-validate HTML, using cascading style sheets (CSS) to separate content from presentation for ease of maintenance and revision.
• Answering actions and data cells related to STAR’s web environment.
• Applying web IT security controls.
• Facilitation web IT infrastructure changes and developed and applied web content management plan.
• Providing guidance with maintaining and updating future web content according to STAR standards.
• Assisting with government web content management policies and security compliance; and IT hardware and system software requirements of STAR’s web environment.
• Support STAR federal staff with NESDIS Information Resource Management Advisory Committee (IRMAC) Web Team meetings and activities.
• Working with STAR web content providers to implement mobile accessibility requirements.
• Designing and coding STAR web pages to follow federal, DOC, NOAA, NESDIS, and STAR policies, such as the Section 508 Accessibility requirements.
• Providing status and statistical reports to STAR management and personnel NESDIS and other NOAA offices.
• Providing similar support for future enhancements of STAR’s web presence.
  

REQUIREMENTS:

• Bachelor’s Degree preferred.
• Must be eligible for a Public Trust Clearance
• 12+ years of experience in Web Development
• Knowledge of IT infrastructures and IT security controls.
• Experience developing and applying Web Content Management plans.
• 508 Compliance/Accessibility requirements.
• Experience with HTML, CSS, Coding, and Graphic Design.
• Must have experience using MS Office (Word, PowerPoint, Excel, Visio).
• Excellent written and verbal communication skills.

• Ability to think critically, be creative as well as analytical, organized, and detail-oriented
• Ability to synthesize information from a variety of sources.
