PERFORMANCE EXPECTATIONS

POSITION PURPOSE

The Mental Health Program Supervisor is responsible for overseeing the mental health department, providing direct supervision
of behavioral health staff, and ensuring billing and other programmatic requirements are met for the Adult Rehabilitative Mental
Health Services and the therapy services programs. This individual will be responsible for managing all departmental-related grants
and contracts to ensure completion and fidelity in accordance with tribal and state requirements. Mental Health Supervisor has
the primary responsibility of developing, planning, and supervising mental health services to improve quality of life for those
struggling with mental health. The Mental Health Supervisor hires new staff, coordinates work schedules, supervises clinicians and
staff, provides outpatient therapy services, oversees the annual budget, applies for grant funding, evaluates staff performance,
and provides workshop training. Mental Health Supervisor often participates in conferences and board meetings to ensure their
mental health agency is abiding by the latest state or federal regulations.

ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES

1. Provides individual and team supervision for all mental health staff, including but not limited to - Adult Rehabilitative

Mental Health Services (ARMHS) workers, behavioral health coordinator, cultural healing coordinator, and behavioral

health outpatient therapists, and clinical trainees, including hosting meetings on a weekly and/or monthly basis.


2. Ensures all grants, contractual agreements, certifications and reporting requirements/paperwork, and renewals are

properly maintained, including budget management/advisement, in compliance with appropriate regulations and grant

requirements, for each of the Mental Health departmental programs.
3. Develops and implements programmatic and administrative policies and procedures to attain program goals and

objectives. Stay current on changing policies, laws, and requirements for all mental health programs.

4. Completion of all Timecards and contractual invoices on a bi-weekly or monthly basis (depending on the task) to ensure

proper payment for services.

5. Ensures that mental health services are based on clinical needs and delivered in a manner that is culturally sensitive and

culturally appropriate following a holistic and person-centered delivery method.

6. Review and approve staff documentation weekly or on an as-needed basis (comfortability with DocuSign and

requisition processes).

7. Understanding of EPIC/EHRs and scheduling appointments when needed.

8. Provide annual staff review evaluations for all Mental Health departmental staff.

9. Oversees all AMRHS filing, billing, and charting, ensuring that tasks are done in an accurate and timely manner and in

accordance with Department of Human Services regulations.
10. Serve as the ARMHS Treatment Director and provide supervision to the mental health practitioners delivering

rehabilitative services to clients with mental illness. Ensures all program certification requirements are met and attained
in accordance with DHS rules and regulations for ARMHS programming.

11. Provide referrals to clients for available resources and services within the Reservation and surrounding communities.

12. Attends trainings and conferences to comply with all continuing education requirements, and further enhance technical

and programmatic knowledge.
13. Represents Bois Forte Behavioral Health on committees, councils, collaborations, and other pertinent stakeholder

groups such as but not limited to: Arrowhead Behavioral Health Initiative, American Indian Mental Health Council,
Northern St. Louis County Family Services Collaboration, and Mesabi Behavioral Health Network.

14. Ensure all mental health staff billing and all service documentation in accordance with Department of Human Services

guidelines and submit billing according to procedures established by department.

15. Abides by and complies with the rules of confidentiality, Data Privacy Act, mandatory reporting laws, HIPAA

requirements, and Bois Forte Band of Chippewa RTC policies and procedures.
16. Ensure that an effective chart management and chart audit system (peer review) is in place to ensure all clinical

documentation is kept up-to-date and complete according to department policies.

17. Provide consultation services to area agencies when requested and build and maintain positive working relationships

with collaborating agencies, internal and external programs.
18. Maintains Licensure requirements and attends any training and conferences to ensure keeping up to date with proper

therapeutic techniques and evidence-based practices, treatments, and continued education requirements (CEU’s).

19. Proactively and creatively identify ways of growing and sustaining the services currently provided within the Behavioral

Health Department

20. As an employee of the Bois Forte Reservation, will follow the Bois Forte Procurement Policy and any other applicable

procurement requirements when obtaining goods and/or services for the Bois Forte Band of Chippewa.

21. Provide crisis assistance as needed.

22. Perform other duties as assigned.

MINIMUM MANDATORY QUALIFICATIONS

Experience: • Three - Five years of professional experience in mental health fields,
  • One (1) year of experience writing, working, and evaluating grants. Must be familiar with

grants, contracts, and regulations as they are related to the programs.

Education: • Master’s or Doctoral degree in Social Work, Counseling, Marriage and Family Therapy,
Psychology, or closely related field from an accredited university.


License/Certification: • Current or eligible for a Minnesota recognized licensure in marriage and family therapy
(LMFT), social work (LICSW), counseling (LPCC), or psychology (LP) or be working towards
clinical licensure as a clinical trainee (LGSW or LPC)

  • Must possess a valid driver’s license, be insurable under the Band’s RTC Automobile Policy,
and be eligible to drive under any other motor vehicle use policies applicable to the position.

(EHRs) and capable of entering client sensitive data into EPIC and other electronic data
information systems.
  • Knowledge of regulatory documentation requirements and ability to document clinical data
accurately and completely in a timely fashion.
  • Knowledge of assessments, screenings, and care planning for mental health disorders.
  • Ability to prioritize activities and organize time effectively.
  • Knowledge of principles, techniques, and trends in counseling, psychotherapy, substance
abuse and various treatment modalities.
  • Ability to maintain the confidentiality of interaction with clients and other relevant confidential
information within position.
  • Ability to maintain professional boundaries.
  • Ability to provide good customer service with a patient-centric approach.
  • Knowledge of the socio-cultural factors that both enhance and adversely affect the mental
health of American Indian populations.
  • Knowledge and scope of activities of Tribal, public, and private health and child welfare
agencies and other available community, Tribal, county and state resources.
  • Excellent interpersonal skills in handling interactions with staff, other agencies, groups, and
patients and families; capable of working with and actively participating with a diverse multi-
disciplinary team.
  • Basic knowledge of principles, procedures, techniques, trends, and literature of mental health
(e.g., mental disorders, human development, social policy, developmental disabilities, cultural
factors, etc.) in order to meet psychiatric social work responsibilities.

WORK ENVIRONMENT

Work environment: The work environment characteristics described here are representative to those an employee
encounters while performing the primary functions of this job. Normal office conditions exist, and the
noise level in the work environment can vary from low to moderate. Limited overnight travel may be
required from time to time. This position may be exposed to certain health risks that are inherent
when working within a health center facility, such as potential exposure to hazardous chemicals,
sharps, and infectious body fluids.
